I recommend that if this memorandum is to be forwarded to the Secretary of Defense the first sections be revised and the con- clusions re-presented as follows: c. While complete area denial may not be imposed even if re-strikes are made at very frequent intervals, the carrying out of this program would present the North Vietnames/with a series of new logistic supply problems and would require the diversion of additional manpower and equipment if the passes are to be used for continued logistic support on a reduced basis. 25X1A 2.
