attach three copies of a special memorandum on STATSPEC
Hanoi propaganda claims of civilian bombing casualties.
2. As you proposed, we have done an exhaustive
analysis of all broadcasts made *Inc* December 1966.
In addition, we have tabulated the casualties claimed
to 'east North Vietnamese official protests to the
International Control Commission for the period Fob--
rary 1965 through November 1966. Although these tallies
aver not co parab a with the figures derived from our
co preEhensivo study, they constitute a benchmark of sorts
3. 1 think the results of theme studies are later-
eating and useful; I do not believe a similarly exhaustive
analysis extending back to the beginning of the bombing
program would justify the time and effort required.
