In r/October 19651 'spent two weeks at Arlington Nall (DIA) searching all available photography for eonfirmmtion of the nuOber of dmmaged/destrcomd bridges in North Vietnam. This search was undertaken in conjunctions with DMA personnel, and it WM comaenly agreed that 121 bridges were damaged/destroyed at that time. This total represented about one-seventh of the 733 bridges DIA was reporting in their I1y Bulletin (see the attached DTA Balletin). 2.ny the sad of 1966 the total onWber of bridges confirmed by aertel photopenhy to have been demaged/destrOyed had risen to 393. This figure in eludes highway; railroad, and combination Ritilwy bridges. Of this total 362 bridges babe= seriously damoged one or more times for a total of 552 serious damage occurrences (seethe attached table 3. The: difference between CIA sad DTA estimates of total bridges damesedi destmed lies largely in the methodology used. CIA relies exclusively on aerial photography; because photography in the 'only source whidh provides suffi- cient information to estimate bridge damage end the cost of bridge damage tp the Merth Vietnamese. DIA apparently relies heavily on pilot reports, whleh have proven to be overly optimistic in estimating the damage actually inflizted dories araid. There is substantial agreement between CIA and =A on the number or railroo4 bridges and combination bridges because the total nulber of struc- tures of these tynes is relatively low. There is a wide difference; however, between the two estimates on the number of highway bridges. 4, The differences can be recasoils4 only if the methods of Rnlysis and sources of information on, boab damage are the same.
