(Internal Use Only - LLM) LIAISON In response to his earlier call, advised Robert Brauer, Administrative Assistant to Representative Ronald Dellums (D., Calif, ), of the total cost, $4,500. 00, and the publication run, 10, 000 copies, of "Intelligence in the War of Independence." Mr. Dellums is concerned that this may be a lobbying activity by the Agency of questionable propriety. I said that we considered this to be consistent with instructions issued within the Executive Branch to all Federal agencies 'to participate in the celebration of the Nation's 200th birthday. I said I can't believe that what is being questioned is the propriety and legality of the Executive Branch's efforts in this respect which has been widely publicized. In response to his query, I said I would try to provide him cites for the authority of our instructions regarding this subject.. 5. (Internal. Use Only - LLM) LIAISON John Swanner, Staff Director, House Committee on Standards of Official Conduct, advised that individuals who had provided documents to the Cc:rmmnittee in con.forrnance with subpoenas were now requesting .return of the documents. I explained that I would have no question in my mind, as a member of the Executive Branch, that I would not be able to tu:rri over to the possession of an unauthorized holder, "classified docum.ents." It was agreed that we would close the loop with David Bowers, also of the Committee staff, to identify any Agency documents which may be involved. OS 25 -11 11 - 6. (Unclassified .- LLM) LIAISON Called Ralph Preston, House Appropriations Defense Subcommittee staff, and unlike Guy McConnell, Senate Appropriations Committee staff, he indicated no concern over the placement: of the funds of the Intelligence Community staff in the .'residernt's budget, explaining that the i.tern would automatically be referred to the Defense Appropriations Subcommittee and that the House actually has control. over the Senate by virtue of their earlier action on the Appropriations bill. 7.
