(Unclassified - THW) INTELLIGENCE BRIEFING I staff of the Senate Foreign Relations Committee, to a briefing on Iran held in office, OCI. The briefing began at 0950 hours questions. I told them that the briefing was not the forum for discussions on operational matters and said that I would be back in touch with them and lasted until shortly after noon. LIAISON In further follow-up concerning Senator Charles Percy's (R., Ill.) request for a briefing on mercenaries in Angola, I advised Scott Cohen, Executive Assistant to the Senator, of additional information we heard of Americans in Angola and assured him that we had no connection with them. 10. LEGISLATION. Called Keith Kennedy, Legislative Assistant to Senator Mark Hatfield (R., Ore.), to determine how close in the case of American clergy the Director's 11 February public announcement was to the spirit or letter of the Senator's bill (S. 2784) to limit CIA use of clergy. After some discussion, Kennedy felt that the volunteering of information without the Agency initiating contact would be acceptable. 11. BRIEFING 'Accompanied the Director to the annual briefing of the Joint Committee on Atomic Energy. See Memo for the Record. 12, LIAISON Called the secretary to Mr. Herb Roback, House Armed Services Committee staff, and gave her the title of the book, "OSS: The Secret History of America's First Central Intelligence Agency.-" I told her it was written by R. Harris Smith and published in 1972. I said if Mr. Roback had any further questions, he could call me. I also told her that we were sending Mr. Roback a copy of the "Brady Rule" case this afternoon. 13. I BRIEFING Pat Holt, Chief of Staffer Senate Foreign Relations Committee, called and asked if Carl Duckett, DDS&T, could come before the Committee with Ambassador Robert McCloskey, Assistant Secretary of State for Congressional Relations, and Lawrence S. Eagleburger, Executive Assistant in the Office of the Secretary of State, on Tuesday, 24 February at 10:00 a.m. to discuss the Moscow Embassy situation. Holt agreed that Mr. Duckett would be expected to speak only to the technical aspects and State would handle everything else. Holt agreed and said they would put out a notice that "State Department and CIA officials" would appear, but he didn't know yet how they would cover the subject in the notice.
