(Unclassified - THW) BRIEFING Spoke with Victor Johnson, on the staff of the Subcommittee on International Trade and Commerce, House International Relations Committee, to see what the disposition was as to our request for a separate session at the upcoming hearing. He said that the staff had recommended that we testify separately,, but that he could not guarantee that the members would abide by that suggestion. 9. (Unclassified - RJK) LIAISON Spoke with Holmes Brown, on the staff of Senator Floyd K. Haskell (D., Colo.), and told him that that he requested to him by courier this afternoon. we would send the 10. (Internal Use Only - RJK) LIAISON Spoke with Clara Buchanan, Senate Foreign Relations Committee staff, and told her that she requested for John Ritch, on the Committee staff, to her by courier this afternoon. I reminded her that the information should that we would send thel be used for background purposes only and she agreed to these ground rules. 11. (Internal Use Only - RJK) LIAISON Brian Benson, Senate Republican Policy Committee .staff, called requesting background infor- mation on the recent Agency paper on Soviet military expenditures. After discussions with OCI, called Benson and agreed to allow Benson to visit the Agency on 9 April for a one hour discussion with some of our experts in that area. 12. (Internal Use Only - RLB) LEGISLATION Spoke with. Jon Holstine, on the staff of the Subcommittee on International Operations, House International Relations Committee, to get a final reading on how the Subcommittee dealt with Senator William W. Proxmir.e's (D. , Wis. ) "gift" amendment during the Subcommittee's mark-up session on Tuesday, 6 April. He stated that the gift amendment was not considered by the Subcommittee and, consequently, would not appear in. their version of.the bill. He said that he was working on getting out a Subcommittee version of the bill and would make it available to me. We agreed that the next step would be to make certain that the full Committee did not take up the gift amendment, and later to approach the Senate conferees and attempt to have them recede on the inclusion of the amendment. As a fall back position, John rioted that he will retain our remedial language, but that if it became nece ;sary to use that technique he would consult with me and we would maize certain that the language was not attributable to the Agency.
