1. (Internal Use Only - RJK) ADMINISTRATIVE - DELIVERIES
Met with George Murphy, Executive Director, Joint Atomic Energy
Committee, and gave him a classified memorandum relating to comments
in a Time magazine article entitled How Israel Got the Bomb." Murphy
read the paper and said that what he really wanted was a list of topics
discussed at a recent Agency briefing of the American Institute of
Aeronautics and Astronautics. I replied that I understood his request
and that the paper I had given him was onel wanted him to
have and came closest to his request of all the memos the Agency had
done on the AIAA incident. Murphy could not accept this and asked if
I would check again to see if there was a list of topics discussed at the
Agency briefing of the AIAA. I told him I would check..

I delivered a letter signed by the Director indicating that the Agency would
have available shortly estimates of trends in ruble costs as they related
to Soviet defense programs to the following Members: Representative
George H. Mahon (D., Texas), Chairman, House Appropriations Committee;
Representative Melvin Price (D., Ill.), Chairman., House Armed Services
Committee; Representative Thomas E. Morgan (D., Pa.), Chairman,
House International Relations Committee; Senator John C. Stennis (D. , Miss.
Chairman, Senate Armed Services Committee; Senator John. L. McClellan
(D., Ark.), Chairman, Senate Appropriations Committee; and Senator John
Sparkman (D., Ala.), Chairman, Senate Foreign Relations Committee.
The Director's letter concluded by promising each one of them. one of the
first copies of the completed estimates.
3. (Internal Use Only - RJK) LIAISON Attempted to see Alan
Romberg, on the staff of Representative David. Obey (D. , Wis. ), and in
his absence, left with the receptionist, who signed the necessary security
. documentation, I which Romberg
had requested.

11. (Unclassified - RJK) ADMINISTRATIVE - DELIVERIES
Delivered the edited and corrected transcript of the Director's
testimony before the Defense Subcommittee, House Appropriations
Committee, 13 April 1976, to Charles Snodgrass, on the Subcommittee
staff. Included in the package were answers to questions presented
for the record along with a transmittal letter from the Director to
Representative George H. Mahon (D.,; Texas), Chairman of the
Committee.
12. (Unclassified - RJK) ADMINISTRATIVE - DELIVERIES
Delivered to Ron Tammen, on the staff of Senator William W. Proxmire
(D., Wis.), an Agency Intelligence Memorandum, entitled "The 1969
Soviet Defense Budget. " Tammen said that the Senator might wish to
request declassification of the document and I said if that were the case
he should be back in touch with us. He said that he would and said that
he intended to return the document following a review of it.
13. (Unclassified - THW) LIAISON Took a call from John Matheni,
NSC staff, regarding the follow-up to the Post Mortem on the Mayaguez
incident. He asked if the existence of the follow-up was known to the
staff of the Subcommittee on International Political and Military Affairs,
,House International Relations Committee,, and whether the preparation for.
the follow-up had been requested by the NSC. The answer to both questions
was no. He asked how I thought it should be presented to the Subcommittee
and I told him that it would be best for the NSC to inform the Subcommittee
staff of its existence in the same way they offered the Post Mortem to the
staff since to do it any other way would mitigate against our stand as to the
Post Mortem that it was an NSC document and that the staff had to ask the
NSC for it. He said he would present this to Bud McFarland, NSC staff,
and get back to me.
14. (Unclassified - THW) LIAISON I took a call from Mike Craig,
on the staff of Representative David F. Emery (R., Maine), who requested
unclassified material which could be used by the Congressman in a weekly
news column and speeches which the Congressman planned to make. The
specific request was for ball park figures on expenditures by east,and west
in the Angola affair. I explained to him the problems involved in the two
separate issues and told him that I would see what we :-ould come up with
to help him out.

6. (Internal Use Only - RLB) LEGISLATION Had separate
telephone conversations with Mr. Robert Lockhart, on the staff of
the House Post Office and Civil Service Committee, and Mr. Reginald
Jones, at the Civil Service Commission, regarding H. R. 12080 (the
Civil Service merit bill). Mr. Lockhart said that he had been in touch
with the Civil Service Commission and on the basis of those discussions
concluded that our particular problem with one section of the bill had
not in fact been taken care of by language the Commission had suggested
earlier. He also said he would continue his efforts to ensure that language
acceptable to the Agency would be inserted in the bill.
I brought Mr. Jones up to date on our discussion of April 21 with
Messrs. Lockhart and Paul Newton, on the staff of the Subcommittee on
Manpower and Civil Service, and drew Mr. Jones' attention to that section
of the bill which still presented us with a problem. After discussing in
general terms the Commission's position vis-a-vis excepted agencies it
became clear that there was no difference between the Commission's
and the Agency's position. At my request, Mr. Jones agreed that the
language we wished to insert in the troublesome section of the bill was
compatible with the Commission's interest; he further agreed to contact
Mr. Lockhart to propose language identical to that we used in our
discussions of 21 April.
7. (Unclassified - RLB) LEGISLATION Spoke briefly with
Jon Holstine, on the staff of the Subcommittee on International Operations,
House International Relations Committee,- to make sure that there were
ncY'new developments regarding the Committee's consideration of the
State Department authorization bill and Senator William W. Proxmire's
(D. , Wis.) "gift" amendment that had been added to the Senate version.
Mr. Holstine stated that the full Committee should mark up the bill
early next week and that nothing had happened over the past several
days to change his view that the House Committee would not go along
with the gift amendment.

5. (Unclassified - RLB) LEGISLATION Called Robert Lockhart,
on the staff of the House Post Office and Civil Service Committee, to get:
a final reading on changes to H. R. 12080 (the Civil Service merit bill)
before the Subcommittee on Manpower and Civil Service marks up the bill
tomorrow. Mr. Lockhart said that he considered the one change that we
were still interested in to be more of a technical amendment rather than,
a substantive policy change requiring Subcommittee action in the mark-ujp
session. He,therefore said he did not intend to press to get the change in
before the mark-up. We discussed also various wording for our suggested
additional language and agreed that he would try to reach final agreement
on the language with Civil Service representatives, with whom he was
scheduled to meet later today. He said a new version of the bill would,
come out 28 April and I stressed that we would hope to have our suggested.
language--or some other acceptable wording--in that version. He said that
he would get back to me tomorrow- afternoon after the Subcommittee mark-up
to bring me up to date and to give me an opportunity to make sure that
proper language had been inserted.
6. (Internal Use Only - RLB) LIAISON Met with Guy McConnell.,
on the staff of the Senate Appropriations Committee, to fill him in on
S. 2925 (the zero-base budget review bill) and left with him. a copy of the
fact sheet and analysis of the bill. He said that as far as be was concerned
he had no objection to our bringing Mr. James Davidson, on the staff of
the Subcommittee on Intergovernmental Relations, Senate Government
Operations Committee, to Headquarters to have an informal discussion
with myself and representatives from the Comptroller's office.
7. (Unclassified - RLB) LEGISLATION Spoke briefly with Peter
Abbruzzese, on the staff of the House International Relations Committee-,
regarding the status of the StatDepartment authorization bill now pending
before the Committee and the possibility that Senator William W. Proxmirer
(D., Wis.) "gift" amendment might still be inserted in the bill. Mr. Abbruzzese
said that the Committee could meet to consider the bill sometime this week
but that it might get put off until next week. As far as the "gift" amendment
was concerned, he said he had heard nothing to indicate that anyone on the
Committee was planning to raise it when the Committee considers the bill..

5. (Unclassified - RLB) LEGISLATION Had a lengthy discussion
with Mr. Reginald Jones, at the Civil Service Commission, regarding his
sessions over the past few days with the House Post Office and Civil Service
Committee on H. R. 12080 (the Civil Service merit bill). Mr. Jones said
that the Subcommittee on Manpower and Civil Service was unable to conduct
their mark-up session this morning for lack of a quorum but that those
members present considered additional amendments to the bill.. Mr. Jones
said further that a new print was scheduled to come out tomorrow morning
and would include language that in his opinion made very clear that the
Civil Service Commission would not be granted any additional authority
under the bill to investigate or enforce any rules or regulations vis-a-vis
excepted agencies. Specifically, Mr. Jones said that the one particular
subsection of the bill which had still presented us with a problem had been
completely redrafted to take into account the Commission's position and at
the same time made it acceptable to the Agency. I told Mr. Jones that I
would obtain a copy of the latest version of the bill as soon as it became
available tomorrow in order for us to thoroughly assess it and would get
back to him if any problems remain. I thanked him for his assistance on
our behalf and we agreed to keep in touch on this or other matters of
mutual concern.
6. (Unclassified - RC) LIAISON I took a call from Mr. Don Duskie,
House International Relations Committee staff, who said he had numerous
requests for a copy of an Agency publication concerning the attempted
Communist coup in Indonesia in 1965. He mentioned that the Agency had
declassified this publication several months earlier at the request of
Representative James M. Jeffords (R., Vt. ), for the use of the Committee.
I suggested that he reply to the requesters by advising them to write to the
Document Expediting Service in the Library of Congress.
7. (Unclassified - DFM) LEGISLATION. Delivered and discussed
with Bill Cochrane, Dr. Floyd Riddick, Andrew Gleason, and Judge James
Schoener, all of the Senate Committee on Rules and Administration staff,
two proposed amendments to Senator Howard Cannon.'s (D. , Neb.), Chairman
of the Committee, substitute for S. Res. 400. Later, Bill Cochrane, Staff
Director, informed me that the two amendments would be incorporated into 25X
the substitute.

After several amendments by Senators Robert C. Byrd (D., W. Va.)
and Robert P. Griffin (R., Mich.) were agreed to, Chairman Howard W.
Cannon (D., Nev.) offered an amendment by way of a substitute which
was adopted by the Committee and will be reported to the floor.
5. LIAISON I stopped by the office of
Senator Charles H. Percy (R. , Ill.) and left a classified analysis of
an article in The Economist entitled "The Middle East Arms Race"
for Scott Cohen, on the Senator's staff. I requested that the analysis
be returned when Cohen was finished with it.
Later on in the day, Cohen called me and said that he had read
the article and was ready to return it.

6. LIAISON I stopped by the office of
Representative Edward I. Koch (D. , N. Y.) and picked up an article
from a newspaper in Uruguay that the Congressman had requested an
analysis of. s handling the matter.
7. I I HEARING I received a call from
Victor Johnson, on the staff t o e Subcommittee on International
Trade and Commerce, House International Relations Committee,
who asked that the transcript of the April 12 hearing be delivered
to him for the use of the members. I explained to him the practice
of the Agency with other committees of maintaining custody of such
classified transcripts, to which he fully agreed and promised to return
the transcript as soon as the members had read it. I told him I would
get the transcript to him on April 29. will deliver it.
. 8. BRIEFING I took a call from John Isaacs,
on the staff of Representative Stephen J. Solarz (R. , N. Y. ), who stated
that the Congressman had returned from his trip to the Middle East and
had requested a briefing on any U. S. bases in Turkey, their functions,
and their significance. He mentioned that Chairman Clement J. Zablocki's
(D. , Wis.) Subcommittee on International Security and Scientific. Affairs,
House International Relations Committee, had been briefed on the subject
some time ago and woula like a similar briefing. I told him I would look.
into the matter and get b,tck to him. We tentatively scheduled the briefing
for the morning of 4 May.

1. (Internal Use Only - RJK) LIAISON Spoke with Glenn Van Braemer,
on the staff of Representative Frederick W. Richmond (D., N. Y. ), with
whom I have been conferring concerning the working luncheon on the Hill
on 6 May, at which a few Agency people will be present. I had earlier given
him copies of two unclassified Agency publications entitled "Potential
Implications of Trends in World Population, Food Production, and Climate''
and "A Study of Climatological Research as it Pertains to Intelligence Problems,
Van Braemer told me with profuse apologies that Representative Richmond
had given copies of both documents to Walter Cronkite, CBS television news,
as a result of a dinner conversation with him on Tuesday night. I told
Van Braemer we appreciated his advising us of this matter.
2. (Unclassified - RJK) ADMINISTRATIVE ?- DELIVERIES Met
with Mr. Lang, on the staff of the House Agriculture Committee, and
delivered to him a USSR agriculture atlas, a Middle East agriculture atlas,
an unclassified publication on Soviet grain production, and a paper entitled
"China: Agriculture Performance in 1975." Lang had requested current
.Agency publications in the field of. agriculture and was most appreciative
of receiving these.

Representatives Silvio O. Conte (R., Mass. ), Otto E. Passman (D. , La. ),
Thomas O'Neill, Jr. (D., Mass.), Carl Albert (D., Okla.), and. the

4.1 I LIAISON Alan Romberg, in
the office of Representative David Obey (D., Wis.), called in connection
with the Congressman's request to be kept current on developments in
the Middle East ombe.rg said that Mr. Obey
had received the material a -sent him and I said. that if more was needed
perhaps they would like to subscribe to the FBIS Daily Reports which are
unclassified and at least reflect the media coverage of the area. Romberg
thought this was a good suggestion and said this ought to satisfy their
needs for now. I made it clear that if the Congressman wanted a briefing
from time to time, we would be glad to arrange one.
5. I I LIAISON Advised the principal
staff members of the Senate and House Armed Services Committees,
Senate and House Appropriations Committees, and the Senate Foreign
Relations and I-louse International Relations Committees? of the
Director's determination to provide them the National Intelligence Daily
in lieu of the Congressional Check List and that the changeover will
take affect Monday, 3 May. No negative reaction was received.
6. I LIAISON Called Les Janka,
NSC staff, to determine the Administration's probable position with
respect to S. 2662, International Security Assistance and Arms Export
Control Act of 1976, in light of a number of provisions in that bill which
may possibly impact upon Agency matters. Janka said it would most
likely be vetoed.
7. IAISON At his request, I dropped by
Bill Ashworth's, Senate Foreign Relations Committee staff, office and

State Department and the inference was that State wanted him to contact
us for further details. I told Ashworth that I would check on this and that
I or someone from my office would be back in touch with him.

5. (Unclassified - RJK) LIAISON Spoke with Jack Odgaard, on
the staff of Senator Carl T. Curtis (R. , Neb. ), as a follow-up to an earlier
inquiry from Ron Frederick, on the staff of the Senate Agriculture and
Forestry Committee. These gentlemen.. were interested in the current
crop conditions in the Soviet Union, which I passed on to Jack Odgaard.
He said the Senator was speaking to some people from. Nebraska and would
appreciate having the latest information available. He also asked for a
USSR agriculture atlas and one was delivered to him late in the afternoon.
6. (Unclassified - THW) LIAISON I called Norvill Jones, on the
Senate Foreign Relations Committee staff, and asked him for his analysis
of Senator Dick Clark's (D. , Iowa) resolution and other bills which would
require submission of executive agreements for Senate approval. He said
there was little chance that any of these measures would get anywhere this
year. The Senate is in no mood to take the initiative on major changes in
the Senate /Executive branch relationship at this time, and these matters
will remain in a holding pattern with perhaps some hearings merely to
stimulate debate with any legislative action put off until next year.
7. (Unclassified - THW) HEARING Took a call from Victor
Johnson, on the staff of the Subcommittee on International Trade and
Commerce, House International Relations Committee, who said that he
had looked at the transcript of the 12 April hearing and would like us to
review it again to see if portions of it could be declassified so as to be
able to print it as part of the public record. I told him we would pick up
the transcript and take a look at it to see what we could do.
8. (Unclassified - DFM) LEGISLATION Received a call from Ted
Van Gilder, , congressional intern working on Senator Charles Percy's
(R. , Ill.) Government Operations Committee Minority staff. Van Gilder
said he and John Childers, Minority Counsel to the Committee, were
talking about a possible compromise to S. Res. 400, under which the new
proposed committee would have exclusive jurisdiction, legislative and
authorization authority, but a disclosure provision watered down from the
original S. Res. 400. We discussed the possible compromise, but I did
not offer him any encouragement.

11. LIAISON I took a call from Tom Smeeton,
on the Minority Staff of the House International Relations Committee, who
said that Representative Wiliam Broomfield (R., Mich.) had received
a letter from a constituent regarding political repression in South Korea
and asked if we had a copy of the February issue of the magazine, "Concern, rr
which contained an article on the above and was mentioned in the constituent's
letter. I told him I would check and get back to him.
LIAISON In response to a request from
SE Division, DDO, I called Jon Holstine, on the staff of the
Subcommittee on International Operations, House International Relations
Committee,to find out the date and time of a hearing to be held on a
resolution introduced by Representative Millicent Fenwick (R. , N. J. )
calling fo.- the formation of a committee to monitor world compliance
with the Helsinki accords.

1. LIAISON At the request of
OSI, I spoke with Clark McFadden, Senate Armed Services Committee
staff, and asked him for feedback on the briefing given McFadden by
on chemical warfare capabilities of the Soviet Navy. A note
was sent to 0 on the results.
2. BRIEFING I spoke with John Isaacs,
on the staff of Representative Stephen J. Solarz (R.. , N. Y. ), and
explained that we had a conflict in schedules and rescheduled a briefing
on certain bases for the Congressman for Wednesday, 5 May, at 0930
hours. Mr. Zeke Zellmer, D/OWI/DD/S&T, the briefer, has been
advised.

3. LIAISON I took a call from Peter
Hunt, on the staff of the Subcommittee on Energy and Power, House Committee on
Interstate and Foreign Commerce, who mentioned the New York Times
report of a climatological study and requested three copies. I explained
the background of the report and told him I would get him the copies as
soon as they were available.
4. LIAISON I spoke with Torn Smeeton,
Minority Staff, House International Relations Committee, concerning the
background of a Chilean citizen that had been suggested as a witness for
hearings being held by the Subcommittee on International Organizations
on human rights in Chile. Smeeton also requested a copy of the climatological
study, a report' of which had appeared in a recent edition of the New York Times.
5. LIAISON I picked up from the House Inter,--
national Relations Committee the transcript of the 12 April hearing before the
Subcommittee on International Trade and Commerce.. Vic Johnson, on the
Subcommittee staff, had requested that we look at the transcript to see if it
could be declassified for publication.

11. LIAISON Took an earlier call placed by
George Cary and told Tom Latimer, Department of Defense, of our
interest in being assured that all affected department and agencies have
a unified position on the various oversight committee options which will
be considered by the Senate next week. Latimer agreed that it would be
a good idea to keep in touch especially on calls we get from the Hill on
this matter and that there be a unified position. In response to my query,
Latimer said it was his belief that the Administration was still supporting
a joint committee approach.
We also discussed the proposed letter to Senator Frank Church
(D., Idaho) on the destruction of records and he said he had no problem
with our letter and said he thought our letter was better than the letter
they had sent since it did not request approval from Senator Church.
12. BRIEFING I accompanied Mr. Zeke
Zellmer, D OWI DDS&T, to a briefing of Representative Stephen J.
Solarz (R., N. Y.) on certain sensitive collection facilities of the Agency.
The briefing went well and Representative Solarz again demonstrated his
intellectual capacity and ability to ask penetrating questions. (See Memorandurr5X
for the Record. )

14. LIASION I called Marian Czarnecki, on the
House International Relations Committee staff, to fill him in on the request
of Vic Johnson, on the staff of the Subcommittee on International Trade and
Commerce, to have us sanitize the transcript of the 12 April hearing before
the Subcommittee. He said he had no problems with our doing it but
suggested that we consider what precedent we might be setting and what
pressure that might engender for similar requests in the future. I thanked
him for his suggestion and told him I would discuss it with Mr. Cary.
He alerted me to a letter from Representative Pierre du Pont, IV
(R., Del.) to Representative Thomas E. Morgan (D., Pa.), Chairman of
the Committee, asking Chairman Morgan to authorize a CIA briefing of the
full Committee next week on the balance of forces in South Korea and
implications with respect to defensive needs of South Korea. Czarnecki
thought Chairman Morgan's response would be that due to the full plate
that the Committee already had on the 1977 authorization bill that there
would not be an opportunity to call for such a briefing. Chairman Morgan
will suggest to Representative du Pont that he would have no objection if
Mr. du Pont wanted to set up something for an early morning briefing
next week for whatever members of the Committee felt they would like
to attend.

from the office of Representative David Obey (D., Wis.), I called
FBIS Liaison and requested that they begin sending the FBIS Daily
Report on the Middle East to the Congressman's office to the
attention of Alan Romberg. In view of the fact that I had delayed
in submitting this request to FBIS Liaison, I requested that they
send the last week or ten days reports to Representative Obey's
office.
-16. (Internal Use Only - RJK) LIAISON Based upon guidance
from the Director and Mr. Cary, I called Glenn Van Braemer, on
the staff of Representative Frederick W. Richmond (D., N. Y. ), to
advise him that unfortunately in view of the adverse press play given
to two Agency reports in an Associated Press wire service item,, the
Agency felt it would be wise to withdraw from participation in the
working luncheon scheduled with Dr. Reid Bryson, from the University
of Wisconsin, for tomorrow. Van Braemer was disappointed and asked
who the Congressman might call to appeal the decision. I told him that
George Cary was the Agency's chief legislative liaison officer and he
should be called first. Van Braemer also said the Congressman might wish
to call the Director. Later Van Braemer did in fact talk to Mr. Cary
and the Congressman spoke with the Director. As a result, a decision
was made to take part in the working luncheon after all. The Agency,
however, would be present only as observers.

of the Australian Broadcasting Commission in New York. She inquired
about the Agency publication mentioned by the press over the weekend.
I told her the publication entitled "Potential Implications of Trends in

Internal Revenue Service, called and requested a copy of the Director's

Subcommittee on Government Information and Individual Rights, House
Government Operations Committee. Pharr needed our testimony in
preparing for IRS testimony on the same subject. I sent her a copy.
2. (Unclassified - JMD) BRIEFING Called Marian. Czarnecki,
Chief of Staff, House International Relations Committee, and advised
him the Director would like to come up and give the Oversight
Subcommittee an update briefing on the covert action programs.
Czarnecki said he would check with Chairman Thomas Morgan
(D., Pa.) and get back in touch with me.
3. (Unclassified - GLC) ADMINISTRATIVE Called Russ
Rourke, White House staff, and discussed with him. the various
versions of S. Res. 400 and the advantages and disadvantages of
each. I told him that we have three main concerns with S. Res. 400:
not to proliferate information, to maintain our intelligence budget
as a secret budget, and the disclosure of information by the Congress.
We agreed that the Cannon substitute for S. Res. 400 was the best
alternative of the different versions. I asked Rourke to try to get the
Administration to take a position on this legislation before some
compromise is cast in concrete.
I also asked Rourke to mention to Jack Marsh, Counsellor to
the President, the second deputy legislation. I told him. that we want
to move forward on this. Rourke said he would make sure that Marsh
focused on it.
4. (Unclassified - GLC) ADMINISTRATIVE Talked with
Sam Goldberg, State Department, about the draft letter to Senator
Frank Church (D., Idaho) on the destruction of documents which
I LDX'd to him yesterday. Goldberg said he had no problems with
the letter, but if I wanted clearance he would have to check with
someone "higher up" and get back to me tomorrow. I asked him to
do so. We will also get together on the oversight legislation.

10. (Unclassified - RLB) LEGISLATION Spoke with Tom. Smeeton,
Minority Staff, Mouse International Relations Committee, and Jon Hoistine,
on the staff of the Subcommittee on International Operations, to make sure
that Senator William W. Proxmire's (D., Wis.) "gift" amendment had not
been included in the State Department authorization bill as reported out by
the Committee on 4 May. Both gentlemen said that the matter had not come up
nor did they expect it to come up when the bill is considered on the floor,
late next week at the earliest.
While talking with Mr. Holstine, he mentioned that we might be interested
in a conference on international terrorism that had been held in Glassboro,
New Jersey a few days previously. (I checked with DDC25X1
regarding this conference and he said the Agency ha been aware o it but
had elected not to attend and worked through the State Department on the
affair. )

the House Armed Services Committee delegation to the People's Republic
of China, I took the opportunity to discuss with Representative Samuel
Stratton (D. , N. Y.) his position on the CIARDS amendments and he indicated
that he really was not interested in an explanation of the legislative history
of the Act, but outlined his position. (See Memorandum for the Record.)
He also provided me an AP ticker item from London to the effect that
the Chinese Foreign 1V.-inister, Chiao Kuan-Hua, had told visiting British
Foreign Secretary, Arthony Crossland, that Western Europe, China and the
U. S. should prepare ti emselves for an "imminent and inevitable war" against
the Soviet Union.

5. (Unclassified - THW) BRIEFING I received a call from Marian
Czarnecki, on the staff of the House International Relations Committee,
who requested that we go ahead with plans to brief the full Committee
on the status of forces on the Korean peninsula and implications of U. S.
security needs. We tentatively set 12 May, 9:00 a.m., for the date and
time for the briefing. It will take place in the Committee hearing room.
6. (Unclassified - RJK) LIAISON I introduced D/ORD, 25X
and ER, to Glenn Van Braemer, on the staff of Representative
Frederick W. Richmond (D., N.Y.). They were present as observers along
with two State Department officers at a working luncheon convened by the
Congressman. Dr. Reid Bryson, a noted climatologist from the University
of Wisconsin, presented his theory on future weather conditions and possible
results therefrom. There was no formal question and answer period but
our two representatives chatted briefly with a New York Times reporter for
a few minutes prior to the luncheon. Van Braemer gave me a letter expressing
his personal apologies in connection with this incident.
7. (Internal Use Only - RJK) LIAISON Spoke with Leonard Shambon,
on the staff of the House Judiciary Committee, who is interested in getting
a Top Secret clearance so that he may review material prepared by our
Agency and others on the national oil situation. I suggested that he check
with his Committee staff director for the procedure it follows in obtaining
clearances for its members. When this has been done, he should call the
Agency to state his needs and we will then see if we can be helpful.
8. (Unclassified - RLB) LEGISLATION Attended a mark-up session
by the House Post Office and Civil Service Committee on H. R. 12080;
Office of Personnel, accompanied me. None of the
usiness taken up at the session was relevant to our concerns regarding
the bill. The session was not inconclusive and the Committee agreed to
meet again May 11 for additional hearings and on May 13 for final Committee
action on the bill.
Before the Committee session got underway, I spoke briefly with
Mr. Reginald Jones, from the Civil Service Commission, regarding the
prospects, for the bill.

the staff of Representative Gilbert Gude (R., Md. ), who wanted to know if
we could provide her a copy of the Agency publication entitled "Handbook of

Davidson, on the staff of the.Subcommittee on Intergovernmental
Relations, Senate Government Operations Committee, to confirm
Subcommittee mark-up on Wednesday and Thursday, 12 and 13 May.
Mr. Davidson said that there had been a number of changes to the
bill already but that the provision of the bill which would abolish
all permanent authorizations including the. CIA's in. favor of a
minimum five-year reauthorization cycle remained. Mr. Davidson
said the Subcommittee would meet on Wednesday and that he and
Alvin From, Staff Director of the Subcommittee, were still very
interested in coming out to Headquarters to meet with myself and.
representatives- from the Comptroller's office as soon as they could
find a few hours of free time.

9 December 1975, in an effort to resolve an issue relating to the

Branch. Czarnecki explained that it did not appear they would be able
to resolve it from their side and I suggested that we may deal with
the members directly on this issue and he had no objection to our

SUBJECT: Request from House International Relations
Committee
1. In follow up to his call to I OLC, I called
Marian Czarnecki, Chief of Staff, House International Relations
Committee, concerning the request they have received from a
member of the Committee (not on the Oversight Subcommittee)
for access to the 9 December 1975 covert action briefing trans-
cript. I told Czarnecki that unfortunately in this transcript a
number of members came back on the record with comments
on material which Mr. Colby had covered off the record. I
noted that in several instances the members realized what was
happening and went back off the record, but those statements
on the record were all extremely sensitive matters which should
have been expunged as off the record remarks. Czarnecki said
he understood and would take the matter up with Chairman
Morgan.
