Dear Mr. Chairman:

Thank you for your letter of 11 June requesting the appearance
of an Agency employee to provide personal, as opposed to Agency,
testimony to your Subcommittee during the week of 21 June.
As you know, earlier this year we were pleased to arrange for
our National Intelligence Officers, dealing with China and the Soviet
Union, Messrs. James Lilley and respectively, to meet
with your Subcommittee. It is my understanding that the 19 February
session was beneficial and, of course, we would be pleased to arrange
a similar session with our substantive experts.
The specific request involving I aises
serious problems however. The first is that your interest is in the
policy recommendations that he made in a recent article, written as
an individual and not expressing a CIA position. I am determined that
the CIA will stay out of olic matters. Secondly, even though there
were disclaimers in it,I article was followed by speculative
stories suggesting that he was expressing CIA policy views. Third,
eased working as an Agency analyst on Chinese affairs
last Fall.
Should you desire a substantive intelligence briefing, however,
we would be happy to oblige by arranging, as was done last February,
for appropriate officers to appear before your Subcommittee.

this subject. In light of his recent article in the quarterly magazine
Foreign Policy there has been considerable interest expressed in hearing
his views.
Therefore, I would appreciate it if you could. make the necessary
arrangements for him to appear during the weer. of June 21 with the
understanding, on our part, that his testimony represents a personal
view and not that of the Agency.

I am writing concerning hearings on AmericaA foreign
policy toward China which the Subcommittee would like to schedule
during the week of June 21.
As you know, the Subcommittee on Future Foreign Policy
Research and Development has been conducting hearings on the
subject of The Great Power Triangle: United States-Soviet Union-
China. As part of our exploration of this triangular relationship,,
our subcommittee recently returned from a visit to the People's
Republic of China.
It is the opinion of the Subcommittee that in our continuing
examination of this critical question, it will.,,be beneficial to have
input from various China experts both inside and outside government.
In pursuit of these goals, we feel that the appearance of Mr, Roger
Senior Analyst of the Central Intelligence Agency would
