Fisher (D., Va.), and apologized for the delay with respect to the inquiry from their constituent, I told her I would have a letter to her in a day or two. 10. (Unclassified - THW) LIAISON I called Pat Holt, Chief of Staff, Senate Foreign Relations Committee, and thanked him for allowing. us to. review the 6 March 1973 transcript of the testimony of former Director Helms and told him that we had some problems that we would work out with the Department of State and the Department of Justice. He said he had no problem with that procedure. 12. (Unclassified - THW) LIAISON I called J. J. Hitchcock, INR/State Department, and told him that we had minor problems with the transcript of former Director Helms, which we believe we could work out with the Department of Justice in order to allow the release of the transcript. I told him that Justice had the opinion from the State Department's letter that State was leaving the release of the report up to us. Hitchcock said that this was not so, that State would probably still object to its release regardless of what the Agency felt. It was decided that we would get together with Hitchcock to discuss the matter before we sit down with Justice on an in-depth declassification review. Hitchcock said he would also like to be present when we discussed details of saniti-- zation with Justice. I GC, was advised and will handle the follow-up in this matter. (Unclassified - RLB) LIAISON Spoke with Mr. James Spencer, GAO, to ascertain exactly what documents regarding Soviet capabilities in the field of chemical warfare he still wanted to receive following the briefing at Headquarters on 29 June. We discussed his earlier under- standing with and Mr. Spencer stated that he was still interested in receiving a certain DIA Top Secret study, which, based on sensitive CIA information contained therein, DDO determined should not be provided to GAO. Mr. Spencer also is unsatisfied with the restrictions placed on his use of another Secret-level DIA paper. I agreed to check with Dick Liberman, on the staff of the Senate Appropriations Committee, who has been following this matter and relay to him our position on provision of additional documents to GAO. 2. (Unclassified - RLB) LIAISON Contacted Ms. Karen Press, on the staff of Representative George Miller (D., Calif.), regarding her earlier request for information on killings in South Vietnam and Cambodia following their takeover by Communist forces. I informed her that although the Agency did have certain sketchy information on this matter, the ambiguous and inconclusive nature of the data would be better dealt with in a personal briefing of the Congressman rather than in providing him a written assessment, Ms. Press said she would check with the Congressman to see if this would be amenable to him. 3. (Unclassified - NDL) LIAISON Per his request, I mailed to George Armstrong, on the staff of Representative John M. Ashbrook (R. , Ohio), a copy of the Agency publication entitled "International and Transnational Terrorism: Diagnosis and Prognosis. " 4. (Internal Use Only - WPB) LEGISLATION Torn Szneeton, on the Minority staff of the Hous i.ttee, called and said he would like to get together next week to discuss oversight bills in the House, because Representative William Broomfield (r-., Mich.) was interested in submitting a realistic oversight proposal which was acceptable to the Agency. (Unclassified - RJK) LIAISON Received a call from Andrea, on the staff of Senator Jesse Helms (R. , N. Car. ). She was interested in finding out information about an organization known as the "World Strategic Institute" or the "Strategic Institute" with offices on K Street downtown. After checking with the library, I called Andrea back and said that since it appeared to be an American organization, our Agency did not have responsibility for it but as a courtesy we had checked and could find no unclassified information about it. She said she suspected this might be the case since she was uncertain of the title but she appreciated our checking. 13. (Unclassified - LLM) LIAISON Called the office of the Executive Clerk at the White House and Catherine Finley confirmed that the President had signed Mr. Knoche's commission as Deputy Director of Central Intelligence and that it was on its way to the State Department for co-signing. 14. (Internal Use Only -- LLM) LIAISON Bill I-Iogan, Counsel, House Armed Services Committee, called to alert us that a briefing of the Special Subcommittee on Intelligence would be scheduled soon after the recess to get a substantive intelligence update and to consider a request from the House International Rela io,s -Qmirnittee on what the Agency has on the activities in the United States of the Hogan will 25X1 get back to us with the definite day and time. Messrs. OCI, 25X1 and0 DDO/EO, were alerted. 15. (Unclassified - LLM) LIAISON Bill Miller, Staff Director, Senate Select Committee on Intelligence, called to report that he would be away for the weekend and where he could be reached if anything important came up.
