Director of DIA, was going to take the same profile since there was little
that could be covered in open session.

fact that the President had signed another finding under the Hughes/Ryan
amendment on 3 December.

Air Lines crash, dated 7 November (forwarded to us 1 December), I
called Christy Caffrey, Senator Henry Belkmonts office, to say that
we would try to have a reply to her shortly.

Ms. Sharon Fallich, (305=945-7518), in the office of Representative William
Lehman (D., Fla.), back concerning Mr. Paul Rasmussen's FOIA request.
I informed Ms. Fallich that our response is in process and it should be
completed in a couple of weeks. When the letter is completed, we will
forward a copy to Ms. Fallich for her information.

Senate Government Operations Permanent Subcommittee on Investigations,
called and asked that someone pick up a letter from Senator Sam
Nunn (D., Ga.) to the Director requesting certain information
in connection with .Adkinsonis recent trip to the West coast following leads
on alleged illegal shipment of U.S. arms to Mexico in exchange for illegal
narcotics. He asked that I review the letter and to let him know if it presents

Subcommittee staff, House Appropriations Committee, called saying
the Committee would like to have their worldwide i.vra.pup sessions on
3 and 4 February 1977. Preston also said that he had a schedule for

great length alternatives on budget authorizations. It was agreed that
Childs would discuss this matter with Bill Miller, Staff Director of
the Committee, on his return from London and then would see about
arranging a meeting with Agency representatives.

22. LIAISON Received a call from
Jenny Grindberg, in the office of Representative-elect Jim Mattox
(D., Texas), who advised that Mr. Mattox was tied up in meetings
and did not have an opportunity to return my call of yesterday. I
explained to her that Mr. Bush wanted to get word to the freshman
congressmen that he would make himself available to give them an
orientation briefing on the Agency if they wanted such a briefing.
I told her we had been advised that it would be best to be in touch
with Mr. Mattox and have him check with the other freshmen. She
said she thought this was an excellent idea and she would pass it on
to Mr. Mattox and ask him to bring it up at one of their meetings.
She said she would get back to me as soon as she could and let me
know the results. She had mentioned that it may not be possible to
arrange this until sometime late January or early February and I told
her that Mr. Bush would be leaving on 20 January but if that was the
only time they could arrange it, perhaps someone else could meet with
them. She said she would tell Mr. Mattox this and they would see if
it could be arranged before Mr. Bush leaves if the other members want
such a briefing. She thanked me for the call.

authorizations. Slatinshek said unless things changed in the House, his
Committee would see no need for authorization legislation since permanent
authorization language is contained in Section 8 of the Central Intelligence
Agency Act of 1949.

23. LIAISON Kempton Jenkins, State
Department, called in regard to the request from Chairman John Sparkman,
Senate Foreign Relations Committee, for a hearing to be held in January
regarding U.S. /Soviet military forces balances. I told him that it seemed
to us that Senator Charles Percy (R., Ill.) was the one mainly interested
in conducting the hearings, and in particular, his Executive Assistant,
Scott Cohen, was the one really pushing it. I said that the Director really
had no objection to testifying but did have serious reservations about
appearing in open session. I also mentioned to him that I had been in
touch with Russ Rourke, White House staff, to see how the Administration
feels on this but he hasn't been back to me yet. Jenkins said that
Secretary Kissinger was out of town and they were going to send him a
message saying that most of the Committee members are busy with the
inauguration and probably wouldn't have a sufficient number available
to merit holding the hearings. Jenkins also said that Secretary of Defense
Rumsfeld was out of town but would be back Monday and they would put the
question to him. He also said he would be in contact with General Brent
Scowcroft, NSC staff, and would let me know what his feelings are.

on Intelligence, came out to Headquarters to discuss an agenda of discussion
items for Senator Hathaway's briefing at Headquarters on 16 December 1976.
Epstein-had first met with SA/DO/0, and

interested in. Epstein indicated that the Senator was extremely pleased with
all the Agency contacts he had and wished to express his appreciation for all
the preparation that had gone into making his trip such a highly successful one.

Appropriations Committee staff, concerning a sensitive Agency project
he was interested in while on his trip abroad and offered to give him a
briefing to serve his needs. Jordan said there was no problem and it
was agreed that I would stop by and discuss the matter with him.

Reserve release letter Mr. Kronfeld had just left with him and also
the status of the clearances on John Ford, who will be the Acting Chief

and Investigations Staff had added a sixth investigator to their DDO
team. This man, whose name is is an active duty
special agent of the FBI from the Washington field office who has been

of the administrative details with this man, such as obtaining the
necessary clearances and getting a badge. .

Nancy Carman, on the staff of the House International Relations
Committee, who wanted to know if it would be possible to get
a list of the material picked up today from Jack

listing so they could keep their records straight. I told her I

me for my help.
