13. LEGISLATION Talked. to Jim Oliver, OMB25X
on the two deputies legislation. We knocked around various possible changes
to the third and fourth sentences to the draft bill. We finally decided on
deleting the fourth sentence. Oliver also asked me to forward to him the
alternative language we had developed for Title VIII of the FY 1977 Department
of Defense Appropriations bill.
14. LEGISLATION Called Bill Raiford, 25X
Congressional Research Service, Library of. Congress. Raiford has been
directed, at the request of the Senate Select Committee on Intelligence, to
prepare a legislative history of S. Res. 400, and he asked if.I had written.
one. I told him no, but that I had collected all relevant materials and had
them gathered into good order. I offered to let him review my files and
to discuss the matter if he liked. He said he would try to do so within t:he
next week, and that he would ask the Select Committee if they would object
to his providing me a copy of his prepared legislative history.
15. LIAISON Received a call from John . 25X
Childers, Minority Counsel, Senate Government Operations Con-imittee.
Childers said he was traveling to Italy and Switzerland in August with
Senator Abraham Ribicoff (D. , Conn. ), Chairman of the Committee, and
would be visiting international food organizations. I recently provided
Childers copies of two Agency studies on world food and climate problems,
and he asked if thex ere any other publications he could see on the subject.
I agreed to find out and let him know if there were additional reports.

9. LEGISLATION Met with Jim Davidson,
Majority staff, Subcommittee on Intergovernmental Relations,, Senate
Government Operations Committee, and Doug Barrett, on the Subcommittee
Minority staff, to discuss specific -remedial language for S. 2925, Senato r
Edmund S. Muskie's (D. , Maine) zero-base budget review bill. I was
informed that Committee action on the bill which had been scheduled for
21 July had been postponed to 3 August. Both Messrs. Davidson and Barrett
and myself agreed to consider further with other relevant offices the
language we had worked out before recontacting each other on this matter.
10. LIAISON I met with Bill Miller, Staff Director, 25X
Senate Select Committee on Intelligence, this morning to give him a rundown
on the Socialist Workers Party case. Miller mentioned that Senator Frank
Church's (D., Idaho) Select Committee had gone into this matter at some
length, but had limited itself almost exclusively to the FBI aspects of it.
I briefed him on the activities with which we were associated, using DDO
papers for background. Miller said the Senate Select Committee on
Intelligence would probably want to talk about this when the Director comes
up to brief them on covert action programs, which is tentatively set for
28 July.
11. ADMINISTRATIVE Called Phil Buchen, 25X
Counsel to the President, and told him that the Director had signed our
Report to the President and I asked Buchen whether he would like to see that
report. Buchen said that he would, but wanted it to go through normal
channels. I told him that we would send it over to the White House through
Sam Hoskinson, NSC, with a note that he would like to see it.
12. LIAISON Called Bill Miller, Staff Director, 25X
Senate Select Committee on Intelligence, and told him that the Director's
calendar looks bad for the briefing on 28 July. Miller said that he would see
if they could schedule it on the 29th.
Miller also asked for the affi davit that the Director submitted to the
court in the Socialist Workers Party case. I told him I thought we could provide
it.

17. LIAISON Received a call from Katherine 25X
Leroy, House Judiciary Subcommittee on Civil & Constitutional Rights staff.
The Subcommittee has oversight jurisdiction over the FBI and the FBI
will testify on 29 July to present its problems in responding to FOIA
requests. The Subcommittee is requesting the FOI annual reports to.
Congress of sensitive agencies, including CIA, to determine if they
are having similar problems. I confirmed strongly with Ms. Leroy that
we are having problems. She added that the Agency could submit additional
comments with its report should we so desire.
18. EMPLOYMENT Called Kathy Casey, 25X
in the office of Senator Charles Mathias (R., Md.), and advised her that
the Agency is contacting the two former Agency employees seeking
reemployment, who are of interest to Senator Mathias. The two are
being given definite job offers. I said I will advise of their decision and
will send a confirming letter.
19. LIAISON Fred Asselin, on the 25X
Majority staff of the Senate: Government Operations Committee,-=called
to confirm a preliminary meeting with Agency representatives to discuss
the Committee's investigation of the security of the Agency's computer
systems. A meeting was arranged for 1000 hours, 26 July in Room 101

Department, called and requested whether an Agency representative
familiar with the background of the

meeting with Representative Don Edwards (D., Calif.) to discuss. the private,
bill to compensate the family. Also present would be Uhlmann and Ken
Lazarus, White House staff. The meeting was suggested so those
supporting the bill in any floor discussion could state they had looked into the
case since no formal hearings will be held. I told him this should present
no problems and that Sayre Stevens, DDI, who testified on the case before
the Senate Judiciary Subcommittee on Administrative Practice and Procedure,
would most likely be ou representative. The meeting will probably be
set up sometime next WE ek and he will let me know.

10. (Internal Use Only - LLM) BRIEFING Bob Mantel,
Senate Foreign Relations Committee staff, called to request a briefing
for himself, Ruddy Rousseau, and Constance Freeman, also of the
Committee staff, in connection with their planned trip to the Subcontinent
which would put them in Bangladesh on 7 August. The team will be
studying foreign aid and their particular focus will be on Pakistan.
Mantel himself is interested in the Indian Ocean and the Soviet/Innd:iaxi
relationship. Mantel was most complimentary of the pro-trip briefing
they had received from the Agency on a previous trip.

Permanent Subcommittee on Investigations, Senate Government Operations

was scheduled to testify before the House Comnait:tee on Standards of
Official Conduct this week. Perle was very appreciat:ivc of the alert.

OER, to a meeting with Senator Jennings Randolph (D. , W. Va.) STA
on the transfer of technology from the United States to the Soviet. Union. The.
briefing vas in response to a. written inquiry by the Senator on this subject:..
Randolph had also written the Departments of State and Defense, which had
responded on the matter of U. S. policy. There are no specific follow--up
items, although Senator Randolph did state his intention to turn to the Agency
more frequently in the future.

a sense, in a general kind of way, of how we go about long term estimating
of Soviet naval force levels. He said he had talked with DIA and thought it
would be helpful to talk to someone from CIA over the phone, off the

29. LIAISON Attended a meeting in the
office of Fred Asselin, staff member of the Senate Government Operations
Committee, to discuss the Committee's investigation of the security of the

Agenc -'s computer systems. Also in attendance were
OS OJCS; and Audit Staff/DDO. We 2D(C
discussed the Agency's computer security programs in general. Asselin
requested that we submit an unclassified draft report to the Committee
setting forth the history of the Agency's computer systems and how the
security programs evolved. This will assist Asselin in determining the
scope of their inquiries to the Agency. Asselin felt certain that an

Agency witness would not be necessary, however, this would have to be
left up to the members of the Committee. Hearings on the subject are
planner' for early September. The draft will be prepared byl in 25X
coordination with other members of the Agency group.

11. (Unclassified - RLB) LEGISLATION Spoke with George
Berdes, on the staff of the Subcommittee on International Security and
Scientific Affairs, House International Relations Committee, concerning
H. R. 4438, Representative Thomas E. Morgan's (D. , Pa.) bill to provide-
for congressional review of certain "international executive agreements."
Mr. Berdes informed me that Subcommittee hearings on the bill were now
complete and that the Subcommittee would meet to mark up the bill sometime
later this session. Mr. Berdes also volunteered that Representative Clement J.
Zablocki (D. , Wis.) had been made aware that the bill, as drafted, would
present serious problems for the Agency and assured me that the Congressman
was sensitive to these concerns.
12. (Unclassified - GLC) LEGISLATION Bill Hogan, House Armed
Services Committee staff, called and said that the CIARDS is scheduled to be
taken up by the House Rules Committee on Monday, 2 August- He said
he might like to talk to us on Friday concerning the funding.
13. (Unclassified - GLC) BRIEFING Hal Ford, Senate Select
Committee on Intelligence staff, called and said that Senators Adlai Stevenson
(D.,. Ill.) and Walter Huddleston (D., Ky.) are going to travel to Alaska during
the upcoming recess and would like to know if there is. anything in Alaska which
they should be briefed on. I told him I didn't think there was anything of
interest in Alaska, but I would check. Ford said he was also contacting
Tom Latimer, DOD, for any information. Ford asked that I call Phyl.i.ss
Gustaffson, Secretary to Senator Stevenson, and make the arrangements,
