at OSI's interest in this field, I am a little
puzzled at what lies behind it. However, I
suppose it does open the way for some fruitful
interchanges between us. If we do proceed with
these briefings, perhaps we ought to bring in
some IEG'ers too. You may wish to call iI
to acknowledge receipt of his requirement an
to perhaps find out a little more background
on what is creating this level of interest.

MEMORANDUM FOR: Executive Director, NPIC
SUBJECT: Request for Technical Briefings
1. On 18 December 1963 of TSSG/APSD 25~
and of TSSG-/ES .scussec with a small group
of us several technical factors in photointerpretation
and, in addition, NPIC's plans for developing a photograph
enhancement capability using computer techniques. This dual
discussion was exceptionally well received by the partici-
pating Division Chiefs and their Deputies, and I believe that
additional discussions of a. similar nature would be warranted.
Certainly additional discussions would help establish better
communication between OSI personnel with intractable intelli-
gence problems and those at NPIC who can apply to the solution
of these problems technical expertise on the photographic
side as an aid to photointerpretation.
2. 1 suggest three such discussions with a select OSI
group be arranged at, perhaps, bi-weekly intervals. A list
of subjects which have been suggested by OBI personnel is
attached. In addition, I think an illustrated lecture on the
subject of the effects of scale, resolution, contrast, and
film density, as well as current image enhancement capabilities,
would be of benefit to a much larger audience of Langley
analysts.
3. Please let me know your reaction to this suggestion.

Possible Subjects for Technical Briefings
of OBI Division Chief
Illustrated discussion of how varying the technical
conditions of collection of photography or of its
reproduction can aid photointerpretation and measure-
ment. The problems of aiding both search and detailed
readout should be addressed. Optical method of Image
enhancement might be included, along with some dis-
cussion of how distortion factors affect speed and
accuracy of enhancement.
3. A discussion with exhibits I J of new
readout instruments now available or being developed
and how these conceptually might be used in improving
the efficiency of handling possible oncoming systems,

f the NSC Staff visited AID from 1330 to 1430 Wednesday, 14 January.
He was accompanied by Chief of the Information Processing Staff in OPPB.
and I gave an informal briefing in my office. I opened with a brief
explanation of e role of NPIC. E ::followed with a description of how our compu-
ters are used to support NPIC. I followed with a brief discussion of our data base
responsibilities under the NTP, with emphasis on the community service aspects.
Charlie declined our scheduled demonstration
stating that his interests were more on the "non-technical" side, anas
spend the remainder of his stay discussing the information flow surrounding the PI
(i.e., how he gets his film, collateral, etc., and how he uses these materials to per-
form his functions). We concentrated on a description of first-phase reporting on the
premise that, since this reporting is time-critical, information flow is of more con-
cern in first-phase.
In comparing notes following the briefing ]I and I concluded that Charlie had2
more than a passing interest in the "warning/indications" area. He asked several
questions dealing with the "age of information" from the time that an object is imaged
until the extracted information is disseminated to the community. Also, he told us
that he was getting a whirlwind orientation by touring three Agencies in one week.

took with him a list of the 74 remote devices which we had on-line as of mid-December
(we told him the number is currently 77).
Several inferences were made which led 0 and me to believe that COINS per se 25K
will be dead before the end of the fiscal year (a decision of some kind is to be made
in April). I told them, incidentally, of the NSA proposal for a terminal and line inta 5 {
our UNIVAC 494; recalled that several years ago the Agency proposed having
a terminal on-line to NSA's computers, and that the proposal was vetoed by
of NSA.
