John,
I have just read I mnote to you on the PMB, and
F attachment, which I consider to be a premature and
incomplete piece of work.
There are problems with the Phi - and have been since its incep-
tion. For the past 2 months Bob E has been wrestling these problems
in an attempt to improve the situation; for the past 2 weeks he has
directed the PMB along a course toward the identification of specific
problems, of assessment, and of possible courses of improvement.
On Thursday 28 May he indicated to the members that he would
undertake a written assessment of the Board with the objective of
clarifying the issues and developing practical courses of action -
including, if appropriate, the dissolution of the Board. Bob indicated
that he hoped to accomplish this paper for consideration by the Board
by 4 June.
In my opinion, IEG's contribution, of whatever value, would have
been more pertinent if made in the context of Bob's approach to the
problem.
My advice to him - proceed along the course you have initiated -
with the objective of providing the Executive Director a sensible
analysis of the PMB and recommended courses of action.
I expect to have this analysis to you within the next three weeks.
