The Training Selection Panel met to consider nominations for the Senior Officer Schools, 1.971-72, and to reviei: the Center's participation in sending its personnel to attend the National Senior Cryptolog_c Course. Attached is a listing of the Senior Officer Schools showing the grade and age requirements . 2. The following individuals were considered by the Panel as candidates for the various Senior Officer Schools. Attached is a nomination form for each candidate. Quotas for the Senior Officer Schools are filled on an Agency wide basis and each component may nominate as many candidates as it wishes for any of the schools. Careful attention is given to the over-all qualifications of nominees and their ability to serve as able rep- resentatives of CIA, their potential for progression in the Agency, and their interest in the school for which they are being nominated. It is essential that the availability of the nominees during the scheduled time of the program be established--the rate of withdraw- als of approved principals and alternates for the 1970-71 sessions has been so great that in some cases the CIA Training Selection Board has had to make hurried selections of additional candidates to fill our quotas. The Panel reviewed the qualifications of each nominee in relations to the var- ious Senior School requirements and the reasons for recommending the, training for the individual. The Panel selected as its nominee for the Indus- trial. College of the Armed Forces. Members of the Panel felt that was a stronger Center candidate at this time than The order of preference of schools for after the Industrial College is the Army War College and third, the Naval. War College. I is presently an Agency alternate for the Army War College, 1970-71. Nominated by the PPBS Panel member. Unanimously se- lected by the Panel as its first choice of a Center nominee for the Imperial Defence College---subject to the concurrence of the Chief, PSG. was approved as a CIA al- ternate for the Industrial o ego of the Armed Forces, 1964-1965. 3. The National Security Agency has invited the Director of NPIC to send two Center personnel to each offering of the. National Senior Cxyptologic Course. The course is nine weeks long, conducted twice a year beginning in March and October. Candidates should be grade GS-1.3 and above with demonstrated potential for future advancement. The CIA regularly receives three (3) positions for each course running. In the past, the Agency has not always used its three positions and the NPIC could have one of the three if it desires. 4. The Panel reviewed the course objectives and content and reconuaended that the NPIC send a candidate to the next course (October 1970) to evaluate the applicability and value of the course to NPIC personnel. 5. Duties involve coordination of the collection, reconnaissance, and exploitation requirements of OSR and preparing for the impact of future reconnaissance systems. Provide liaison with NPIC, IAS, and various committees of USIB for OSR OVERALL RATING ON LAST THREE FITNESS REPORTS Strong Strong Strong REASON FOR NOMINATION is well qualified in both the managerial and substantive areas of photographic intelligence. He has extensive knowledge of photographic intelligence in the military field and is especially well versed in the areas of guided missiles and electronics. His positions have required him to give briefings to analysts responsible for national estimates and to committees of the USIB. He has proven himself to be very able to meet with aniexchange information with all levels of personnel in the intelligence community. These assets connend him as a desirable candidate for the Industrial College of the Armed Forces. Attendance at the college will expand knowledge of international relations, and the strategy and doctrines necessary in the conduct of these relations. As the direct result of this experience, he will have a better understanding of these needs of the defense establishment and will be better able to guide the support of the photographic intelligence field in meeting these needs. 25X1 If not selected for the Industrial College of the Armed Forces, 25X1 second choice is the Army War College, Carisle Barracks, Pennsylvania, and his third choice is the Navy War College, Newport, Rhode Island.
