July 29, 1970 MEMORANDUM FORI DIRECTOR STRATEGIC RESEARCH, CIA I have read with great interest your report , Soviet Missile Facilities... The Process of Identificati on. The report demonstrates and explains very well the remark- ably successful intelligence program which has resulted in a sound evaluation of Soviet missile forces. Nevertheless, as one concerned with evaluating and plan- ning future collection programs I am convinced that it is prudent to recognize past and potential shortcomings. For example, you state on page 18 that the construction of SS-11 silos adjacent to operational MRBM and IRBM sites aided detec- tion because these complexes were already being monitored. While that must be true it should be recalled that we missed the first year of that construction for two reasons. One, the weather was very bad and, two, was not often operated against those targets because they were assigned a lower priority than other nearby targets, The low priority was simply due to the fact that ICBMs were not predicted to be there. That circumstance is somewhat similar to the delay in identifying the Wu Chai site. Photographic coverage there was adequate but photo interpreters had emphasized search of rail-served areas. Surely, we should not become over-confi- dent.
