SUBJECT: Standard Imagery Target Definition (SITD) Production Costs
1. In December 1968, NPIC completed an analysis of the impact that
could be expected if it were to produce and print target delineation
graphics. Included in that analysis was an assessment of direct labor,
material, and equipment costs. Indirect costs were not considered.
Information relative to the expected quantities and types of target
delineation graphics that would be needed during the period 1969-1974
was obtained from the Chairman of the Data Base Working Group. He
estimated that the cumulative total could be from 1300-3800 for the five
year period. The NPIC analysis estimated that the unit cost of producing
a standard target delineation graphic was
2. In November 1969, the Center completed an evaluation of Standard
Imagery Target Definitions (SITD) as requested by the EXSUBCQ14. As a part
of this evaluation, production costs were included. A total of 57 SITD's
were prepared, 40 of which were produced completely by NPIC and 17 were
supplied in camera copy ready form by the Navy, The SITD's produced
completely by NPIC had an average cost of II those received camera
copy ready, from Navy, cost NPIC ach to produce.
3. As a result of the 1968 analysis and the evaluation of a limited
sample produced in October 1969 it is considered that a unit cost figure
of per SITD is a reasonable estimating figure. Total program costs
would be dependent upon (1) the number of SITD's to be produced and
(2) other considerations (e.g. There has been discussion of a requirement
to establish an automated storage and retrieval capability at such time
as there are sufficient numbers of SITD's to warrant such a move. Costs
have not been estimated for this requirement.)
4. It should be noted that NPIC produced 556 SITD's for DIA in
FY 70, and that DIA has estimated 400-500 would be required in support
of their FY 71 Basic Reporting Program. SITD's are currently published
as a page of a Basic Report, with a 135-copy distribution.
