During December, the Projects & Programs Staff conducted staff functions for TSG [including I)-administrative and support services for the Group, 2) continuous control and coordination of all TSG requirements and work orders, 3) working level liaison contact with PPBS on budget matters, and 4) with PSG on production matters] and was also involved in the follow- ing actions: 1. Participated in PPBS review of the Five Year Plan and co- ordinated necessary revisions with the TSG divisions. 2. Provided the Permanent Secretary for the TSG Career Panel that convened on 15 December. Required reports were submitted to the Secretary of the NPIC Career Board during the month. 3. Provided TSG representation for three meetings of the NPIC Training Selection Panel on 14, 24, and 29 December. 4. During the month, 24 new requirements were routinely pro- cessed and distributed to TSG components. Another 13 requirements were closed out, and 17 work orders for-graphics, photography, pub- lications, or ADP support were approved and coordinated with other NPIC components. Also scheduled a number of technical publications through PSG and PPBS. There was further work with PPBS and PSG to develop a computer-assisted NPIC project status system. The TSG project status system was also advanced and should be operational soon. 5. Made preliminary preparation for FY-70 Mid-Year Review, including a series of contacts with PPBS, and several discussions with TSG divisions. A memorandum outlining the procedures to be followed in TSG during the Mid-Year Review was disseminated, to the divisions. 6. Coordinated the last two in a series of PSG orientations. During the exercise, most TSG personnel were given tours of all PSG. 7. Continued to support thel modifications pro- gram, attending coordination meetings chaired by the Support-Staff, and coordinating a roster of escorts from TSG. Engineering Support Division Monthly Report for December 1970 A. Noteworthy Events 1. Emergency Maintenance Service - The Equipment Performance Branch received 86 requests for miscellaneous emergency service during December. Approximately 64% were electronic type, 24% mechanical and 12% optical. These requests by operational components are: IEG - 57 TSG 4+ PSG 15 IAS .1 DIA 8 Army 1 2. Preventive Maintenance - Under the Preventive Maintenance program a total of 182 instruments were serviced. This included cleaning, repairing, lubrication, alignment, and replacement of missing or mal- functioning parts. Minor modifications were made as required. These actions by operational components are: IEG 102 TSG 2 PSG 7 IAS 5 DIA 64 Army 2 3. Modification, Design, and Fabrication Projects - tine modifi- cation, design, and fabrication projects were completed in support of Center components, the most significant being, that EPB provided machine shop support for the fabrication?of a prototype chip cutter and splicer intended for use on the 0 1540 Light Table. 4. Miscellaneous Projects (a) Focus cam assemblies were replaced on fifty-five (55) pairs of Widespan Rhomboid Arms in DIA so as to increase the focusing ranges. RDP785i171A000800030002-7 SUBJECT: Engineering Support Division Monthly Report for December 1970 (b) Twenty-one (21) Q 1540 Light Tables have been delivered to Defective tables are being repaired in EPB spaces by personnel. (c) EPB instructed human factors personnel, working for ATB/RED, in the correct procedures for setting up and using a Zoom 24-OR Microstereoscope. A specially designed accommodation microstereoscope was also assembled and set up. It will be used to study the effects of various convergent angles on stereo acuity. (d) During December EPB performed property disposal ser- viceability inspections on 29 items of equipment being turned in by operational components. (e) Two (2) Teletype ASR Printers have been installed in IEG. These printers were connected on-line to the Univac computer and will be used in the IIS. (f) One 0 CRT Display Unit, one KSR Printer, and one Teletype KSR Printer have been relocated and reinstalled in IEG; due to building renovation. 5. The following new equipment was tested for operational components: Zoom 240R Pods 74 each 2X Rhomboid Lenses 40 each 1X Rhomboid Lenses 80 each .43X Rhomboid Lenses 64 each Widespan Rhomboid Arm 108 each Viewing Table 2 each 6. = 1540 Light Tables - The pre-production table, Serial No. 001, was received in TEB on-11 December. Engineering tests were completed on 21 December. The unit was then routed, in turn, to four operating divisions for four hours of operational testing each. 'A list of 12 defects, which are considered contractual deficiencies, was then presented to TSG and NPIC officers on 30 December. Most of these defects present serious operational obstacles but could be corrected by means of minor electrical or mechanical design changes. The remaining out-of-spec items refer to photometric properties of the light sources and may not be operationally objectionable. A-RDP7 5171 A000800030002-7 SUBJECT: Engineering Support Division Monthly Report for December 1970 7. 0 TID - The engineering model Target Indexing Device arrived at NPIC on 25 November. The manufacturer has completed installation assembly, alignment and checkout. NPIC personnel have not yet been able to begin acceptance testing of the device due to the inability to maintain proper environmental operating temperature. The room air conditioning system is being reworked in an effort to overcome this difficulty. 8. Diazo Reproduction System Study - The test engineer has completed his testing of eight diazo films, one printer and four processors. A test report on this effort is in process. 9. Image Definition Device - After completing several minor repairs, engineering tests were conducted during the period 7 to 31 December 1970. The unit should be shipped back to its owner, during the forthcoming month. 10.[_ ] Twin Stage 6x6 Comparator - This prototype was originally delivered to B in October 1969. The subsequent T&E resulted in modifi- cations performed by the manufacturer in-house in September 1970. Final testing by TEB has been completed and the unit was moved to IAS on 28 December for operational evaluation. 11. Sound Level Survey - The sound level survey of the AID computer center, which was conducted and reported on in October, showed that potentially dangerous noise levels exist in that area. A follow-on exposure survey was conducted during December and additional noise measure- ments under absolute maximum operating levels are scheduled for January. 12. High Precision Stereocomparator - The additional pre-acceptance testing, operational as opposed to engineering, which was scheduled for December at Q did not occur. This is now scheduled for 21 January. It is expected that this item will be shipped to NPIC shortly thereafter. 13. I I entered on duty with TEB on 21 December. High Precision Stereocomparator - The schedule has slipped due to problems of "debugging" the computer program. The acceptance tests at Q will now begin 25 January 1971 instead of 14 December 1970 as planned. 8. I 1540 Light Table - The first table passed preacceptance tests at during the first week of December. The first six tables arrived in the Center on 11 December; fifteen more arrived on 23 December. The tables are presently in EPB/ESD for check-out. 9. Briefings have been presented.to Center management and the necessary paperwork forwarded for approval on the following items: a. Calibration Device for the HPSC - Phase II; b. Modification of the RIPPS Dry Diazo to Dry Silver; and c. Dry Color Development. 10. Meetings, Briefings, etc.: attended CCB meeting with regard to the 3M Dry Silver Presentation on 15 December. b. On 16 December, Chief Scientist, E visited the Center for codeword clearance briefings . an contract consultation. c. Six contractors visited NPIC on 17 December to inspect the 1540 light table in connection with an RFP for a Hig ntensity Tracking Light Source. d. The C/RED, DC/RED, and C/SDB visited Operation for a presentation on the Precise Mensuration Study on 21 December. e. A briefing on ATB/RED was held for Q on 23 December. The briefing covered the overall laboratory facilities and programs. Demonstrations were given of the electron microscope, chemical image manipulation, and the Color Gamut Program. OMS, NPIC Test Evaluation Program - OMS/PSS and ATB/IIFS personnel have initiated the first phase of a comprehensive evaluation of the NPIC Personnel Selection Test Battery. Attention is currently being directed at the relationship of sex and military background on test scores on the Army PI Test Battery. Preliminary results are ex- pected within 60 days. 12. OSI, NPIC Stereo Acuity Research Program - OSI/LSD and ATB/HFS personnel have begun work on a Stereo Acuity Research Program. The Technical Services Branch, DIAAP-9, is providing a light table, microstereoscope and subjects. IEG, a room and subjects; and a laser optometer and technical gui ance. A pilot study employing personnel is tentatively scheduled 5-8 January, and the formal s ing program 11-29 January. 13. Equipment Development Support - A human factors evaluation report on thel 10" x 10" stereocomparator mockup was delivered. 14. (b) A comparative technical and photo-interpretation evaluation of the color reproduction film SO-356 and-SO-360 has been conducted. Results favor S0-356 and the Community is being notified accordingly. (c) With approval of Chairman, Exploitation Sub-Committee COMIREX, the APSD/OAB formalized the special, high contrast'printing requirements which are to be produced-from satellite missions.
