SUBJECT: Five Year Plan
1. I met withI
IPP&BS today concerning the Five Year
Plan. He informed me that a Speed Letter had just gone forth to

notifying him that the Five Year Plan for R&D was due in the DDI
then told me that the main Five Year Plan was
due in the DDI on 15 December. Although definitive instructions have
not been forthcoming from the DDI, and consequently also not from the
PP&BS, TSSG is to commence immediately preparing the Five Year Plan.
I asked for specific instructions, guidelines, format, etc., pointing
out that we needed something to go on, but aid he did not
have much by way of definitive instructions. I asked him if it would be
the same type of instruction and format as last year's submission. He
said he thought there would be some changes. I told him to give us a
memo telling us what the changes would be. He said we should have
experience by now to be able to provide a long range plan and requested
we start now since our time was short.
2. From what I have learned it looks to me that we are getting a
late start and that we will not receive definitive instructions for the
Five Year Plan. I recommend therefore that we follow last years
instructions and base our rough working papers on last years input. All
Division Chiefs in TSSG received copies of our work last year.

requested that we have a preliminary meeting with
him sometime next week composed of the following people; RED, APSD,
ESD and PPS. I think we should have representatives from all our
Divisions and Staffs at that meeting. We also need a separate
meeting with RED since they have a different format due at an earlier
date.
4+. Concerning accomplishments. TSSG will prepare accomplishments
for the past calendar year (1969) following last year's format but this.
time including the accomplishments in the Five Year Plan (last year the
Five Year Plan and the accomplishments we submitted separately under
separate cover, with different dates; this year they will be integrated
into the Five Year Plan).
5. In preparing for this rather loose but short-fused requirement
for submission to PP&BS, we must look at each item (project, personnel,
logistics, requirements, supplies, training, travel, on-site preparations,
facilities, etc.) and project them through the five year period. Related
costs must be extended through the period and included as best we can
figure.

1. Provide imagery interpretation research and development support
to the Center exploitation effort and the other elements of the
imagery exploitation community to the extent of the Center's capa-
bilities and in accordance with essential needs.
2. Promote coordinated equipment procurement programs as a means
f cost-savings.
3. Apply a R&D project management system which establishes an
effective means of needs analysis, project justification, project
assessment, project monitoring and reporting.
