MEMORANDUM FOR THE RECORD
SUBJECT: Recognition and Pre-disposal of Problems Associated with
1540 Light Table Pre-production Model and Subsequent
Production
-REFERENCE: Test Plan - F_MLT 1540 Light Table Pre-Production Model
1. A meeting was held at 1300 on 3 September 1970 in the ESD
Division Office. Attending were 25
3. 0 stated that the table will not be used for vibra-
tion work. It is expected that the second or third 0 table off the
production line will be sent GFE to Since that table belongs
to IEG, their concurrence is required, and will be solicited by RED in the
---near future.
4. The reference test plan was discussed. Oquestioned the 2
__--length of time scheduled by_TEB/ESD to run performance tests on the
pre-production model. stated that no finisheditable had been 2
seen, and the information gained from a test period would outweigh the
time loss for production. 0 assured 0 that if the time spent 2
on these tests could be reduced, it would certainly be done. Assurances
were given that any problems which were found would be relayed to 2
immediately.
5. I lexpressed concern that, during the operational inspec-
tion, PI s may find things that they would like changed which were not
mentioned in the operational evaluation. This would wreck the production
schedule if they were adament in their demands. It is ESD's position that
operational components must be given an opportunity to see the finished

2. The meeting was opened by who listed the main 25
-areas of ESD concern. These are: 1) That the pre-production model
should be shipped to NPIC as soon as possible to insure that defects which
may exist will be found before other units come off of the production line,
2) That the specification states the light source must be operated for
100 hours prior to testing, 3) That previously announced plans to ship the
Mod II table to would not yield a solution to vibra-
tion isolation problems due to differences in construction between 2r
tables.

product. It is better to correct a fault at that juncture than live with
-it for years and perhaps introduce inefficiencies into the exploitation
6. In order to iiia off defects in shipped units, particularly the
pre-production model, the following schedule of events was agreed on.
a. 0 plans to visit during the week of 15 September 25
and inspect progress to date. If TEB assistance is requested by 25
it will be furnished.
b. = will submit, as per contract, their Acceptance Test Plan
on or about 21 September. This will be reviewed by ESD and RED to insure
that the production units are in the best possible condition when shipped.
RED, with ESD participation, will conduct a pre-acceptance
test at 0 as soon as the pre-production model is completed, which is
scheduled for the week of 5 October. Operational components may be asked
to send a representative to insure that no PI problems slip by before -
shipment. ESD strongly requested that this first unit be shipped by air
immediately following this pre-acceptance test. agreed to do this 25
if at all possible. The remainder of-theischedule assumes this will be
done.
A. --Test & evaluation of the pre-production model at NPIC should
start 12 October, and an acceptnace decision should be made by 23 October.
e. If production continues from 5 October through 23 October, it
_is_ I risk.- expressed concern over the possibility that
production would stop during this period, thereby slowing the production
schedule.
7. Q stated that =plans to energize the light tubes for
the 100 hours mentioned in the spec, prior to assembly and/or shipment.
.O Erequested that this intention, and its fulfillment, be documented
by to relieve problems if non-spec conditions are found in the illumi-
nation source during acceptance testing, either of pre-production on
production units.
8. II requested that =space shipments of the tables so that
no storage problem of tested tables occurs. stated that EPB is 25
planning to test a minimum of 4 per day, -nd shipments should be planned
accordingly. concern in this matter was that a backlog of
finished tabl o occur while =waits for an acceptance decision, 25
5 through 23 October - assuming that no rework is required as a result of
that testing. Every attempt will be made by 0 to see that the 25
shipments are spaced.
9. 0 also requested that a list of parts which must be stocked
by EPB be provided as soon as possible. Il asked that preventive
