Attached are copies of two test reports dealing with DIA's 1540 Light Tables, Item lb of Contract Approved For Release 2005/06/23 CIA-P2DP78B05171A0004000300Y1-8 Item lb 2. The prototype table was returned to 0 after being rejected. reworked the table and resubmitted it for acceptance. The second test dated 13 April 1972? indicates that the rework did not effect any report , noticeable improvement in performance. The table still does not meet the applicable performance specification. 3.1 has been quoted as saying that they have done everything they can to me the table acceptable. I think that he is really saying. that they do not choose to spend any more money in an attempt to meet the specification. 25 25 4. After having discussed the situation with you on 13 April,i 25X and I met with (an engineer from 26X local office). e meeting had been requested y 25X was in town that day and was to attend the meeting but was una a oe -- -5o I told that it was our intention to send them a "cure notice" b, states that he thinks the table would probably be "useable in its present condition. He is, however, very concerned that the remaining 45 tables would not even measure up to the prototype. He is also concerned about the possibility/probability of excessive maintenance costs. 7. I think that it would be a very real problem of specification draftsmanship to reword the performance specification to admit accepting the prototype, yet insuring that we would have to accept nothing worse. I think that, as a practical matter, we will ultimately have to accept tables which do not conform to the present specification (hopefully at a reduced price). 9. I feel that =has not made any substantial effort to correct the deficiencies in the table design since the rejection. The issuance, or threat of issuance, of a 30-day "cure notice" would probably change this situation for the better.
