MEMORANDU% FOR THE RECORD
SUBJECT: COB Meeting of 10-12 February 1970
f
1. Color Discussion reported that the
Color Task Force, establishe at request, had completed an
interim report. He reviewed some of the conclusions and recommendations
as follows:
a. NPIC be given the responsibility for standardizing color
terminology.
b. I`?PIC work with EXRAND to establish Color Keys.
c.
of cole .
should direct the intelligence evaluation
d. Resolution of the SO-242 color original is no longer signi-
ficantly less than the black and white image on the 8 system. Mr.
said that he had briefed on the report and that
had supported their recommendations wholeheartedly. On
the basis of this and other information, is convinced the
utilization of color is gaining more and more momentum. In keeping
with this, requested an additional copy of the = S0-242
Color Status Report for the Research & Engineering Division.
e. The Color Task Force should be extended 6 months.
2. RED Dot Program -
I is responsible for the scheduling of the aircraft used in
this program. Their discussion surfaced the following points:
has primary responsibility for the entire program.
b. is aware that there is a dire need for more specific
objectives and plans in the execution of this program and intends
to correct these deficiencies.
c. At the present time there are "i4 pages" of targets laid
on by the analysts for acquisition in this program. 0 has
been requested to determine the priorities within this list.

d. NPIC/TSSG/A.PSD has the responsibility for the
basic evaluation of the coverage. He was directed to compile a
summary twix citing those targets that have been acceptably covered
to da~o.
e. Clarification of the following criteria for circumstances

f. I NPIC, stated that his present knowledge of the
program indicated that there was poor coordination with respect to
the requirements for read-out that were expected from the Center.
replied that he was aware of this and would be taking
steps to correct the situation.
3. Production Oriented Color Enlarger (PAR 176B) - NPIC.
communicated the specifications for which he has obtained general
concurrence from appropriate NPIC components as follows:
a. Magnification
b. Easel Film Size
c. Easel Film Format

Discussion. Inspite of the fact that these specifications were within
the range had previously stated, with the exception of the 18" dimension
of the 9" x 18" format, representatives now state that they may be very
difficult to achieve. It appears that the magnification may have to be
larger, say a minimum of 5X, and that the length of the format will have
to be reduced down to about 12"-1I+" uses a rule of thumb figure
of 21,000 line pairs as the maximum number of elements that can be repro-
duced at high performance through an optical system).
NOTE: In the course of this discussion and other
personnel, as well as F_ I igh y commended t
performance of the NPIC Photo Lab in the production of color prints and
briefing materials of the most recent 8 mission.
4. Narrow. Band Color Viewer (PAR 1775)
advised the CCB that this matter had been investigated y lof

for this study are a valid area for research and that to ti-_a best of his
ability to determine in this time frame, the answers to this research
have not been previously determined. Since it relates directly to w,'TC
-functions served by the Research & Engineering Division, it has a high
interest in this project; accordingly, requested permission
for RED personnel to monitor this project if it is approved, and offered
to provide feedback concerning its progress to the subsequent CCB meetings.
He pointed out thati highly recommended the addition of an
experimental psychologist to the 0 staff involved in this project. The
CCB concurred in these recommendations and requested that
monitor this project and comment on it to the CCB. from 1 .
proposed effort was approved at the level.
5. Video Color Analyzer (PAR 175B) I Briefing.
Subjective evaluation and adjustment of color imagery can be successfully
made on the video color analyzer. Following are some specific reco_mmen-
dations for utilizing this equipment in relationship to reconnaissance
exploitation color requirements.
a. Phase I -0 10 months' effort. Make minimum modification
to the commercially available video color analyzer to provide capa-
bility for handling roll film; evaluate results relative to exploita-
tion community requirements. Assuming satisfactory results, proceed
to Phase II.
b. Phase II - 112 months' effort. Modify equipment to
obtain higher performance and automation necessary for coordinating
color evaluation with production requirements. This approach was
approved by the CCB.
6. Contact Printing Distortion This was
a wrap-up briefing for previous distortion studies that had made which
were related to mapping community interest. I again brought up
the issue of N-PIC`s interest in distortion over much smaller distances--
in the order of 25-100 micrometers. The CCB tasked to look into
this matter and prepare a PAR for further evaluation-77 this distortion
for presentation at the next meeting.

Very si-nificant efforts are aoi _. e
eing coordinated byl This field of study does not appear to
e adequately comprehended in the RED R&D program. Objective and sub-
jective evaluation correlation is an example of areas of mutual interest
and pursuit as well as detailed analysis in shadow areas. =is working
in all of these areas at CCB direction and at this time the coordination
appears to be limited to APSD.

8. Detection and Recognition Phenomena PA_R 24-9-9S)
presented a briefing on study work he has been doing
through the utilization of 10 geometric shapes such as circles, squares,
rectangles, trapezoids, etc. These targets are generated to be of equal
area; they are reproduced in random orientation in a large matrix arrange-
ment on the film system to be tested. Their size is a function of the
grain size in the film. In S0-21a2 and 3-i-01L materials they are approx~rnately
2.5 micrometers maximum dimension. When these targets were reproduced
under similar conditions on S0-212 color material and 3404 black and white
material the incidences of recognition were significantly higher on the
S0-2~2 material than on the 3404. This was one of the most significant
developments in the area of recognition evaluation techniques that I
have seen in recent years. I recommend that
and others interested in such matters get in touch with and
get a first hand briefing on the subject. Incidently, a briefing will
be given to the olor Task Force some time in the near future.
