At the request of A/Asst. for-PW/NPIC. I discussed
with C/OL/SS, the agreementmade.with
whereby, in the event that a contract for the subject program is, awarded
to the University,-both-the'atsociation- of the Agency With.theprogram
and the program title (which could be rewritten) would be unclassified
with only the work and the reports remaining classified at, the SECRET
level, indicated that this matterhad already been brought
to the attention of Mr. Blake, DD/Lvand that there.were no objections
by the Office of Logistics 'tothe above-outlined procedure.
2. This matter was also discussed With Asst. General
Counsel for Logistics, with regard to the question as to whether this
.special concession to the University placed Other prospective bidders
at disadvantage. The conclusion was reached-thati:inasmuch as all other
potential sources are commercial andare not in the same position as
the University, a similar concession would net affect their willingness ?
to propose or theirproposal costs.
