MEMORANDUM FOR: Assistant for Plans and Development, NPIC

SUBJECT Communications Testing Program
1. Operations in PAG, especially during periods immediately
following a mission read-out, are closely allied to PID requirements
due to common intelligence interests and the assignment of a large
number of PID personnel to the PAG area. During peak, as well as
normal periods, the transfer of information is restricted by a lack
of adequate secure communications facilities. The number of available
gray telephones is limited and the bulk of the required information
cannot be transmitted effectively by verbal means. As a result,
numerous pieces of written matter are hand-carried back and forth
between PID and PAG. This system is time consuming and expensive in
terms of the man/hours involved and appears highly antiquated in
comparison to the sophisticated in-house exploitation equipment in
daily use.
2. In order to achieve increased effectiveness through improved
communication techniques, PID is interested in testing and evaluating
various means of electronic facsimile transmission utilizing
commercially available equipment. It is requested, therefore, that
the Plans and Development Staff initiate the following actions:
a. Investigate and recommend a type of coaxial cable
suitable for electronic facsimile transmission.
b. After coordinating with the Security Branch, initiate
installation of the recommended cable between the Office of the
Chief, CIA/PID and the IPO/PAG. (Installation of such a cable
has been informally discussed with f the
Logistics Branch, who indicated to that this work could
be accomplished with little difficulty.)
c. On a test basis, install Teletype units in the offices
indicated above.

Page-A-Minute Facsimile
New QUIK-FAX (page-a-minute facsimile) allows instant transmission
of printed, written, drawn or pictorial material to single stations
or simultaneously to multiple locations.
QUIK-FAX utilizes internal communication lines, telephone circuits,
microwave, AM/FM radio or co-axial cable to transmit exact, high
definition (up to 100 l.p.i.) reproductions at page-a-minute (82xll)
speed. Alternate Voice-Fax circuits allow complete utilization
of line facilities.
Simple, fast and accurate, QUIK-FAX requires no trained operators
since there are no settings. Through continuous flat-bed input
and a unique stack-feeder, material (from flimsies to cardboard)
is automatically fed through the transmitter-scanner which
compensates for differences in copy contrast and in black-white
levels. At the receiver, exact reproductions of the transmitted
material are automatically cut to desired length and stacked or
filed one a takeup reel. Length of material transmitted has
little restriction since each. transmission is received on an 82"
wide roll of electrolytic recording paper 250 feet long. The
translucent FAXPAPER is dry, does not smudge or give off offensive
odors and can be easily'copied with practically any office copy
equipment to provide duplicate copies.
QUIK-FAX is available in three speeds to provide the user with a
transmission rate and line facilities tailored to his needs.

of TelAutograph Corporation. (Some of these complex systems
operate at output speeds of a page a second, but are limited to
extremely high volume users by transmission facilities required.)
