1. has submitted a proposal for
"Needs Analysis and Solution Analysis for a High Precision Stereo
Comparator" to be completed in two months at an estimated cost of
Under Contract this corporation has analysed problems
for NPIC such as: the physical and metallurgical properties of
materials for measuring engines, vibration levels and structural
rigidity compatibility with submicron measuring requirements, and the
use of laser interferometers for measuring lengths. The proposed study
would cover the various input requirements and define a system to
optimize the output.
2. The proposed study of the various needs such as: operator,
maintenance, computer, training, precision and rapidity have been
adequately covered in the design objectives or the two feasibility
studies by The desired inputs and outputs can easily
be worked out between TID, IPD, the Contractor, and the Project Monitor.
3. Present indications are that the proposed study would not
contribute a great deal to the :.planned stereo comparator program.
The past performance of has been very good
and if funding is available, it is suggested that they study means of
controlling environmental conditions more closely in EPIC or at
least in certain work areas. Another area that could be investigated
is film and emulsion characteristics: stability, grain size, low
contrast resolution, effect of environmental changes when film is
vacuum clamped to glass plate, etc.

Subject: Proposal for "Needs Analysis and Solution Analysis

As a result of some of our recent studies in _
connection with the subject contract, it appears that an
engineering "Needs Analysis and Solution Analysis" would
be the most logical procedure for the preparation of a set
of technical specifications for procurement of a High
Precision Stereo Comparator. We therefore propose that
we make such analyses and prepare therefrom technical
specifications as described in enclosure a and b. The
estimated cost is and the estimated delivery
time is two months.
We would be happy to perform the proposed work
under an extension of scope of the subject contract or
under such other contract arrangements as you may prefer.

involved with problem analyses closely associated with the
High Precision Stereo Comparator since its inception.
