I avoided calling him until our own problems with the PI studies were somewhat in hand. On 14 January, called while I was out, and then of course, I was obligated to respond. I suggested that he prepare to specify parameters for flights and acquisition by working out, in one form or another, the experimental basis of the testing. I explained that our people would be pretty intensely occupied with the special, short-term study until the middle or end of March and that unfortunately we could not spare them for an effort which, as was concluded at the 9 January meeting, does not coincide with our immediate commitment. I reiterated that we would be able to get to their area of concern in time and that, meanwhile, we would be happy to direct and coordinate a reasonable collection program for them. That program would make use of the RA-5C out of Columbus and also of the contract with for aid in planning and implementing material collection for us. I also suggested that, to establish the theoretical basis of the overall study, he turn to the group at the Army Personnel Office 1 1, since they have developed many of their performance measures on the basis of tactical photographic coverage.
