Approved For Rells CIA-RDP78604770 701940 NPIC/VABS/D/6-1805 18 April 1966 MICNORANDUX FOB Director, Office of Speeiel At i ies, DOM THBOUOA: Emeeutive Direetor, NPIC EUBSECT:Joint Proeurement of Brie r r by Other Agencies 1. NP C is currently developing a Briefing Print Enlarger OW under contract I this eoatreal was negotiated by the Contracting 0 Office of Spec Ac ivities, withl in May 1963. The "breadboard. ' BPB was completed Lu January 1966 at a cost of about 1 . with the prototype phase be inning at that time at an estimated cost of 2. The BPE is a fluid-gate enlarger designed to expose high quality print. up to 40 it 40 inches with eontiamouely variable uageificetion from 3x to tiox. The prototype 1/ be designed to produee both bleak and whits and color prints The product of the "breadboard" is considered to be attemptable by EPIC. 3. It has been determined through a series of briefings on the IPE presented throughout the community, and by demonstrations of its product, that this eulogiser would fulfil immediate requirements nay established by a number of *pules. The tire fester of 16 months to build a prototype and a subsequent factor of an additional 18 mouths before delivery of a production model creates an excessive delay in fulfilling the present outside requirements. Through the medium of the Committee on Photographic Exploitation (COPE), several agencies expressed the desire to purchase chineee copies of the prototype model of the BPE rather than to welt for production nodigls; these agengies would provide the necessary FT 1966 funds for the purchases. Tbel was asked to quote a price for the BPI on the basis of produelog feur extra prototype models. 4. I Iproposed that four additional prototype model BPEs be fabricated, component cy coroonent, as each oomponent of the original prototype is completed under Contrast at no loss of time to the original EPIC prototype schedule. Under this system, the additional four prototypes would cost about l each.. The cost factor is meet acceptable to the Navy and DIA.I, and they now propose to transfer FT funds to EPIC for joint procureteat with the Onderetanding thnt t Declass REwiem/by.N&A. The ageneies concerned understand the inoreased risk in purchasing a erototyee rather titan to wait for production models. They have Concluded that the present high quality of the 'breadboard" product is eufficient to justify the timely purchase of prototypes. 5. ecause of the securite eurroundine the de'lopaant of the briefing Print Enlarger, the methoe by vhieh the d.evelopment originally was contracted, the time frame in which the device is needed, and the readily eve1 l:1bl* eontracting system vbieh would expedite delivery of tee eularger, it is reqeested teat the Coatracting Officer of OSA handle the contract for the additional prototypes under the special system now in effect. In addition, it is new:weary that the security of the covert component involved etl Ibe protected by avoiding open channels of contracting. 6.Contract nonitofing fted technical management of the four additional developmenta will be handled by IPIC Deyel now monitoring_prOjeets under contract Distribut on!
