This document contains information affecting the national security of the United
States within the meaning of the espionage laws U. S. Code Title 18, Sections 793
and 794. The law prohibits its transmission or the revelation of its contents in any
mariner to an unauthorized person, as well as its use in any matter prejudicial to the
safety or interest of the United States or for the benefit of any foreign government
to the detriment of the United States. It is to be seen only by personnel especially
indoctrinated and authorized to receive information in the designated control channels.
Its security must be maintained in accordance with regulations pertaining to the desig-
nated controls.

FOREWORD
GENERAL
This manual will be used to exchange information between
interested parties regarding a highly classified project. Each recipient
is responsible for safeguarding this manual in accordance with existing
regulations and directives.
OBJECTIVE
This manual should provide an organized flow of operational infor-
mation which is clear, concise, and presented in a simple and standard
format.
REVISIONS
Revisions may be proposed by any addressee. Recommendations
for changes should be forwarded to the NRO Satellite Operations Center
for evaluation and approval. Manuals will be revised only by the author-
ity of the Satellite Operations Center. Revisions will be sent by the
Satellite Operations Center to applicable manual holders in one of two
formats - interim changes or page-for-page changes. Interim changes
will be implemented by a
message for pen-and-ink changes to
the manual. Page-for-page changes will be published and distributed
by the Satellite Operations Center for insertion into the manual. Page-
for-page changes will include all previous interim changes. For
example, Interim Changes 1-1, 1-2, and 1-3 would be included in a

PRECEDENCE
Precedence listed for each message is the precedence recom-
mended under normal conditions; however;, the originator of the message
may increase or decrease precedence as the situation demands. Flash
precedence has not been used in this manual. It is authorized only in
extreme cases. All dates and times transmitted in messages will be
by the Greenwich date/time group (Zulu time).
EFFECTIVE DATE
This manual becomes effective upon receipt. All previous
editions of this directive will be destroyed in accordance with
appropriate regulations and directives.
TRANSMISSION OF MESSAGES
Messages are assumed transmitted by cable unless specifically
noted otherwise in message format.

I. INTRODUCTION
It is imperative that all using organizations are in complete
agreement when using certain terms or designations found in this
manual. If there is a conflict between terminology used in a message
format and those listed below, the ones listed below will be considered
as correct and will be used.
II. DEFINITIONS AND DESIGNATIONS
A. CORONA Operations
The operational reports contained in this manual apply to
CORONA J-3 systems. To differentiate between the first and second
recovery package of a mission, the first recovery payload will use the
suffix 1, e. g. , 1112-1, and the second recovery payload of the mission
will use suffix 2, e, g. , 1112-2.
B. Orbit Pass (Revolution)
The chronological orbit phase will begin with the satellite's
first northbound crossing of the equator. Orbit pass numbers will
increase sequentially at each northbound crossing of the equatorial
plane for the duration of the vehicle's orbit life.
C. Quadrant Designations
For the purpose of defining ascending and descending passes
by latitude, the following quadrant system will be utilized in all

D. Camera On-Off Latitudes
The points of camera turn on and off are designated by the
latitude desires of the programmer. To avoid confusion, the quadrant
system, paragraph C above, will be used to designate on-off latitudes.

E. UNIVAC 9300
Wherever this statement appears it refers to transmission
via the UNIVAC 9300/DLT (Data Link Terminal) tape/card transmission

spool as a measure of depth from the spool rim to the film.
(4) A measure of roundness of the panoramic film wrap
for each spool. This shall consist of a minimum of four measurements
equally spaced around the spool.

(6) A measurement of stellar and index film diameter.
(7) Comments regarding secondary payloads, which
are engineering samples or experiments not related to the primary

40 nautical miles in-track distance. Each I-ISMA column, denoting
IHPA's, Semiannual search, Mapping and charting, and Annual search,
respectively, covers a 6-degree segment of scan (the end columns
are 5-degree scan segments) totaling the full 70-degree scan. The
S and A positions in each column have values ranging from 0. 00 to
0. 99, if a search cell center falls within the DP and scan sector. The
value is printed out only as an integer representing tenths of the value,
e. g. , "9" represents a value of 0. 90 to 0. 99. The HPA position in
each column will contain an A or B, priority one and two, respectively,
if an IIPA falls within the DP and scan sector. The mapping and
charting position in each column will contain a V, 1C, X, or Y, priori-
ties one thru four, respectively, if a required mapping and charting
