MEMORANDUM FOR THE RECORD
SUBJECT: KH-4B Ad Hoc Committee Meeting, 11 January 1968
1. The second meeting of the KH-4B Ad Hoc Committee
was held at SPPF, Westover AFB on 11 January 1968. The purpose
of the meeting was to review the experiments that have been
conducted on the first two KH-4B missions and to further plan
the implementation and exploitation of tests on future KH-4B
missions. Following is a list of attendees and the agenda
of the meeting.

opened the business session by presenting the agenda and
introducing Mr. of DDS&T as a new, non-voting member.
25X1A He said function would be that of recording secretary.
25X1A 3. - summarized the results of the preliminary
analysis of the CR-2 (Mission 1102) experiments. He said the
polarizer test had produced little result suitable for analysis.
The twenty degree orientation of the filter grid had been designed
for a very specific launch window. Since the launch was approximately
four days later than originally scheduled the benefits of polari-
zation had been wasted. It was stated by~ and agreed to by 25X1A
the group that the filter had caused minor image degradation. He
said he was more impressed with the Bi-color experiment and was
anxious for its full exploitation. He said he shared the opinion
of the 1102 PET that the SF05 (Wratten 57) filter caused only very
minor image acuity differences. He asked me, as the NPIC representative,
if the Center would design and implement a PI analysis of the Bi-color
25X1A photography. I said we would, after receipt of a formal request.
said he would take the appropriate steps to issue a message.
I explained to the group that NPIC has no facilities for projecting or 25X1A
25X1A printing two or more photographic records in register as is necessary for
Bi-color presentations. suggested that Bi-color
viewer-printer be shipped to NPIC for the analysis. 25X1A
25X1A objected. He said the instrument was too delicate to transport safely.
said he was traveling to ~ the following day and would 25X1A
investigate the possibility of having the Aeries printer shipped to
NPIC. I said I would search NPIC for a possible jury-rigg arrangement.
25X1A said he was confident that with the equipment and talent at
NPIC, we could come up with something useable. 25X1A
4. The Chairman then asked to discuss the status
of the CR-1 evaluations being accomplished at said 25X1A
the J-3 Engineering Evaluation Report for CR-1 would be issued in
two or more parts. The engineering analysis, pertaining to the results
of flight instrumentation analysis, was in the proofing stages and
would be published in the very near future. He said the exposure
analysis report would be ready on or about 1 February 1968. A possible
third report would deal with the filter experiments. It was unclear
as to whether or not there would be a third section on CR-l. The
filters used were the wratten 21, 23A, and 25. All have been tested
thoroughly in the past.

5? suggested that the report draft (exposure analysis
section) be distributed to the group in attendance for approval before
the final printing. He said that since the group represented the user
community, their inputs should be considered in an effort to issue a
document of maximum user value. He and urther stated that
a meeting of the group should be held at approximately one
week after dissemination of the draft to discuss the final analysis
of the draft.
6. It was decided that the dissemination of.the reports should be
the same as the Ekit series. However, the report series will not be
referred to as Ekit. While no agreement was reached on a series title,
it can temporarily be referred to as the J-3 Engineering Evaluations.

development for the KH-4B camera system. He said the filter glass,
being only .005 inch thick, was extremely difficult to polish; and
that degrading surface imperfections have therefore been a problem,
He also said that the process of coatin the filter surfaces was
causing the glass to warp. aid research was being
conducted to determine the consequence of warpage of the filter glass.

phase was essentially completed but the data analysis was yet to be

10. I, as NPIC's representative, was asked by - to explain
to the group why he and I had decided that the High Priority List (HPL)
target density scans should be accomplished at NPIC although the group
had previously decided that the traces should be done at Westover. I
explained the difficulty of target identification, original negative
availability, the value of personnel experience, and the availability
of photo-interpreter support at NPIC. The group then agreed the job
could be done better at NPIC.

11. The discussion evolved to the success of the CR-2
(Mission 1102) requirement satisfaction. was generally 25X1A
unhappy with the time schedule that had prevailed. I explained
to him that the service rendered by NPIC as well as by other com-
ponents of the community had been excellent in my opinion. The
remainder of the group seemed to share my opinion. The following
discussion was devoted to explaining the approximate schedule of mission
product reproduction and exploitation. presented a 25X1A
preconceived schedule which he considered to be ap ropriate. A group
review of the schedule revealed several errors. there- 25X1A
fore agreed to take the suggestions of the group under consideration
and issue a modified schedule at a later date. He explained that
the schedule was intended only as a guide and that it might serve
to eliminate confusion as to the routing of mission products.

14. The attendees were asked by -Por comments or
suggestions pertaining to future experiments. 25X1A

the possibility of flying a sample of Kodachrome II in CR-3
25X1A (April). said he was not sure- could respond 25X1A
in that time period. The problem is two-fold:
(1) Kodachrome II has never been coated on thin base
film.
(2) There is no existing 70 mm processor suitable
for the process of the material.

said he would take the proposal back to
his facility for further consideration.
b. suggested deeper study of polarizor aspects.
He said there is probably more information provided by polarization
than is being recognized. He said that material textures could
probably be recognized under some conditions. He also said that
information might be lost under some other conditions of polari-
zation. It was stated that more polarization tests are scheduled
for CR-6 or 7. Although we do not have a formal request, it is
my opinion that NPIC should do a detailed PI analysis of the
photography exposed through the pola-screen on 1102.
c. said that a test of S0121 on the same mission
as the Kodachrome II test might be worthwhile. There was then a

I wondered if the Wratten 25/SFO-05 was also the best combination
for S ectral zonal consideration without regard to bi-color.

part of the spectrum and therefore are best for both purposes.
