ATTENTION:
SUBJECT: Reply to uestions of 6 June 1966 Concerning
Project
1. Film Transport:
Design Requirement Preliminary Test Final Test
Low Range 0.02 to 0.20"/sec. ? to 0.21"/sec. ?
to 0.196"/sec
High Range 2.4 to 24"/sec. ? to 25.8"/sec. ?
to 19.7"/sec.
Although the preliminary test maximum figures exceeded the
requirements, the minimum speed in each range did not (although not
documented). After adjustment, control of the film at minimum
deflection was much enhanced (although, again, not documented). Max-
imum speeds were reduced as shown. Although not entirely meeting
specs, this function of the instrument has been considered acceptable
for a prototype development by past and present monitors. Admittedly,
the minimum speed in each range should have been determined.
The optimistic note in the Acceptance Inspection Report (Memo-
randum For The Record, 4 May 1966), that the new power supply to be
installed would greatly improve the cloud and shadow/reject modes,
has not been born out following the subject installation. Further
examination of these functions is in order; however, they cannot be
considered successful items among the various goals of this develop-
ment.
Since no precise specifications fo:r these capabilities are
spelled out

4. The Final Contract Inspection Report (# 24) might have been
pre-mature, in view of your questions plus the fact that I intend to

5. To date, higher priority work has delayed further T&E on
this instrument. In addition, the recent malfunction of the Panoramic
Stereoviewer has further delayed such work. It is my intention to
attempt (with the aid of EPS) a tempora:cy "fix" on the latter instru-
ment to permit continuing acceptance testing while arranging with
for a finished job. I am attemptin;z to complete acceptance test
of the Panoramic Stereoviewer before leaving for the University of
Rochester Optics course and a (hoped fo:r) 2-weeks vacation following.
In view of the foregoing - I am open to your recommendations
concerning 99715-3 or other items.
