A Phase I effort will involve the use of a Resear h Engineer to examine
the problem in detail, determine the technical na ure of the problem and
develop the approach to solve the problem.
Under Phase II, the Engineer will carry out his s lution to the' problem,
which will probably involve modifications to one r more of the major
units. It is difficult to become more exact abou Phase II until
Phase I is complete.
