The subject contract is for the development of four Fiber- Optic Roll Film Stereoviewrs designated 552k. The first machine, 552A-lO1 was accepted by PA G cn 1 November 1965 and Chas performed satisfactorily. The second asebUe-552A-102 was delivered to lAD and was accepted on 3 January 1966. After acceptance, TAD decided to modify their machine and the Develepmsnt staff reccamended that the IAD instrument be delivered to SPAR in lieu of the 552A-lO4 since the SPAD instrument was not completed and remained at This prooeduse was followed which saved the Government cost o. shipping the IAD equiipment back to the contractor' a facility for rework. 2. Before the 552A-102 vas moved to SPA]) it was discovered that certain deficiencies existed that had developed since the time of acceptance. After the 552A-102 me ed to SPAT), made 25X1 A certain adjustments, including the aligning of the optical path, the leveling of the Instrument, and eliminating other mechanical problems. However, they claisa that the solution to the scanning problem is e- yond the scope of the contract and rehammand that a solution be found through the use of a maintenance contract as outlined in Reference (b). 6. SPAD cannot properly employ the Instrument in its present condition and refuses to accept the machine. They maintain that they should be in the position of obtaining the same warranty that they would receive if they were getting a new machine. 7. Regardless of where the machine is physically located--in IAD or SPAR---.it should be repaired. Since the warranty has expired, action must be initiated to establish a maintenance contract to repair this instra nt and because is the only contractor cap- able of repairing the instrument they should be selected for the task. 8. The ;section of Reference (b).concerning the 552A-103 (Navy viewer) should be disregarded because that machine has not been ac- cepted; there-Core, the maintenance contract would not be applicable to that instri t; The contractor still has the responsibility for that instrument. 9. If tie above recomaendation is approved the defective Fiber- Optic viewer an be brought back to an acceptable standard; however, consideration should also be given at this time, by the Equipment Performance Staff, to the establishment of a general service con- 25X1 A tract with for the repair of equipment that has been accepted. :re are 'wo iber-Optic Viewers at NPSC which hW been accepted, and a Point Transfer A vice : to be accepted, which must be kept in operating condition.
