IPD would definitely like to be included in any meeting with the 0 personnel. It has been our experience in the past that whenever computer programs are to be done by an outside contractor that close monitoring of the technical evolution of these programs must be done by IPD. 2. The two programmers who do not hold Agency clearances and who are to develop the programming for a strip data reduction will have to have some kind of Agency clearance before working on this model. In order to understand the math model, they will be talking about inertial velocity and position; this will immediately identify the type of photography as satellite. I do not know of the unclassified math model to which you referred. 3. I suggest that a get-together of the three organizations be held prior to 25 January 1960 to discuss this problem.
