SUBJECT: Acquisition of Second Multi-Format
Data Block Reader
1. It has recently come to the attention of the Photogram-
metric Branch that subject instrument is no longer required by
the agency that placed the initial order for it. It is PB's
further understanding that subject instrument will be delivered
to the processing site for possible use in testing new concepts.
2. Current estimates indicate that about 80 man-hours per
bucket of a KH-4B mission will be required to read the data blocks
using the presently available Data Block Reader. If two instru-
ments were available, this time would be reduced by about 50%.
Additionally, if one instrument were to malfunction, processing
of the mission would not be completely halted for repairs.
3. It is assumed that KH-4B missions will be scheduled at
the rate of one per month. This will take about two weeks each
month to read the Data Blocks on the KH-4B system. If other sys-
tems are put into operati:oa using other formats of the twelve
that are available, data block reading time will be increased
accordingly. The availability of two Data Block Readers would
reduce the overall time required to process the data, and permit
more timely dissemination of the information that is derived.
4. Although the retention of the tape recorder in the KH-4B
system has been recommended, verification of data recorded will
still require reading of data blocks. Tape recorder malfunction
will again require data blocks to be read. An unknown factor is
what other types of systems, utilizing other formats without tape
recorders, will have to be processed; and in what volume.

officially record our interest in obtaining this item of hard-
ware. The funding needed, or the method by which accountability
may be transferred, is the subject for further exploration and
can be discussed once it is ascertained that the reader is
available.
