The performance of this Light Table during acceptance test was as follows: 1. Brightness: Measured Value 2200 foot lamberts Specification: 1700 foot lamberts with design goal of 2000 foot lamberts 2. Dimming Ratio: Measured Ratio 220 to I Specification: At least 15 to 1 3. Uniformity: Measured uniformity of illumination 140 foot lambert or 6 1/2% Specification: Illumination could not vary more than 10% 4. Heat: Measured temperature difference on the viewing surface 156F Specifications Surface temperature to ambient difference should not exceed 30?F WIOUPsf F,~XCLUDED FROM AUTOMATIC E)OWWQ*A0L14G AND DiCLA$141R1C{TDECLASS REVIEW BY NIMA 1180D 25X1A 25X1A As you can see this Light Table exceeded the specification in these areas and was acceptable in all other areas of worlmaanship and mechanical function. The reason, Light Table No. 1 is also shown on the enclosed DD 250 is that it was damaged when it was tilted 45' in one plane and 75? in the other at the same time (not a design requirement) and was returned for repair. 5X1A 5X1A This document contains information affecting the national defense of the United States, within the meaning of the Espionage Laws, Title 1S. Approved For Release 20C~~ 25X1A Approved For Release 2001/05/{ QI FI7~8~ 14T 1 030021-1 Page 2 16 June 1966 Light Table No. 3 is ready for preliminary inspection and acceptance, but due to availability of responsible inspecting personnel, acceptance has been delayed until 12 July 1966, Our previous correspondence and discussion have brought to your attention the difficulties encountered in developing these Light Tables and the resulting financial expenditure beyond the contract price. We have continually endeavored to the best of our ability to provide equipment that would satisfy not only the contract requirements but also the requirements of the technical monitor and the operational personnel. This was necessary because the contract specifications being of Research and Development nature were not always specific but were subject to interpretation and in areas of conflict were subject to compromise. In many instances delays did result and costs expended until the various approaches, which would overcome the conflict or better define the specification could be evaluated. There are many examples which can be discussed which fall in the above category of conflict or interpretation oil specifications. Some of which are: 1. The microscope mounting requirements as associated with film hold down, clearance between Light Table and microscope stand, and size of microscope mount. 2. The availability of light sources that could meet all the *NOV specifications or design goals of Brightness, Dimming Ratio, Uniformity of Illumination and Heat. 3. Design of stereoscope carriage to accomodate the three stereoscope types available and auxiliary lenses within the undefined space limitations. Our total performance under this contract was guided and influenced by the General Provisions included in this contract which are for a fixed price Research and Development contract and specifically Article 2 Scope of Work which states in part... Our current expenditures are in, excess of above the contracj5X1A price, but we have developed three Light Tables which have advanced the state of the art. With full knowledge of our performance and the fact these devices do in many respects exceed the contract specifications, we request that our need for financial help be considered as your letter dated 16 February 1966 indicated it would be.
