1. It is requested that copies of the enclosed Development Objectives
entitled, "Estimating Crop Yields Through an Analysis of High Altitude
Reconnaissance Photography," be sent to the organizations on the enclosed
sheet, assuming each has a SECRET clearance. Those organizations which
are interested should be instructed to submit proposals any time before
15 November 1966 in response to the requirements set forth in the objec-
tives.
2. Agency association is classified SECRET..
3. The nature of the work to be proposed on is SECRET.
4. The Plans and Development Staff plans to commit funds amounting
toward this project during the fiscal year.

Development Objectives
REFERENCE: Telephone Conversation, 5 October 1966, with
of the Logistics Security Staff has read
the "Crop Yields" design objective and finds it acceptable. The
list of proposed sources has not been checked out and there is a
possibility that one or more of them do not have the proper clear-
ances. If so, I have. told that we would eliminate
any which do not have the proper clearance.
