PREFACE
This report is a summary of selected information on
transportation and infiltration activity in Southeast Asia,
primarily the Laotian Panhandle, as reported by NPIC
during the period indicated on the cover. For a compre-
hensive study of road development in this area prior to
1 April 1966 see NPIC R-110/66, Communist Road Net
Development in the Laotian Panhandle (CONFIDENTIAL/

arranged according to location
from north to south. Annotated maps of varying scales
have been included to assist the reader in locating the items.
Each large-scale map depicts all motorable roads photo-
graphically confirmed by NPIC.
Missions, mission dates, frames, and NPIC cable and
briefing board references are listed after each item, as
appropriate.

Photography flown reveals a
sudden and extensive degradation of the road system in the southern
Laotian Panhandle. Each of the major arteries in the road supply net-
work south of Route 9 has been affected by one, or a combination, of
the following: concentrated interdiction, heavy rain, and soil
instability resulting from road construction. The items and photography
contained herein were selected as demonstrative of the current unservice-
ability of Routes 92, 96, and 110. Where successive coverage was
available, there was a surprisingly atypical lack of repair or by-passing
of the damaged road segments. The new truck parks on Route 92 and
Alternate Route 92 were constructed subsequent to the landslides in the
Ban Bac area and probably represent the southernmost penetration of
vehicles during this period.

1. Interdiction Points on Route 92
Laos Route 92 is observed from 16-34N 106-25E to 16-23N 106-32E
and from 16-18N 106-37E to 16-06N 106-41E. The road is unserviceable
due to interdiction points at UTM XD574228, XD625168, XD630158, and
XC800961. The interdicted areas can be by-passed, but the road surface
appears to have deteriorated.

2. `Duck Parks Near Ban Bac
Two new truck parks are observed near Ban Bac, Laos. One is 1.8
nm north-northwest of the town on Route 92 at 15y52N io6- 5XC888554 short
access road extends west from the route at UTM X,8925-Alto .

The second park is 2.7 nm west-northwest of Ban 73ac or
92 at 15-51N 1o6-43E. A short access road extends we:-t from Alternate
Route 92 at UTM XC853534 to XC848534. Landslide areas on Route 92 at
TJTM XC901538 and on Alternate Route 92 at UTM XC?0153 remain unservice-
nh1 e.

3. Road Closings on Route 96

Heavy rains and air strikes have had the following effects on Laos
Route 96: the road embankment is partially collapsed at UIM YC033331
and YC034332; a landslide covers the road at UTM YC035334; bomb craters
are observed at TIM YC037339; and three additional landslides are
observed at UTM YB291674. No attempts have been made to repair or
by-pass the affected areas.

Routes 110 and 110/96, Interdictions
Concentrated interdictions at UTM YBL 7289 have rendered this o on
of Laos Route 110 unserviceable. Photography of
revealed that this approximately 1+50-meter segment was not in use. On
seven additional interdiction points were observed between
UTM YB508239 and YB522227 on Laos Route 110/96. No attempts have been
made to repair or by-pass any of the interdicted areas.
