Chernyakhovsk SAM Site B21-3 is located
19 nm SSW of Chernyakhovsk, USSR, in flat,
open terrain. It is adjacent to Chernyakhovsk
SAM Site B21-2. This SA-3 site was first
identified on KEYHOLE photography of _
on which it appears
in a late stage of construction.
The only discernible components of the site
are four revetted launch pads arranged in a
trapezoidal pattern, and a central guidance area
(Figure 1). No equipment is in evidence. A
definite site configuration is undeterminable
because no well defined internal road pattern
is present. The site i.s oriented on an azimuth
