THIS IS A PRELIMINARY CABLE BASED ON PHOTOGRAPHY FROM KH-4
MISSION 1103-1, DATED 2-8 MAY 1968. PART I COVERS PRIMARILY THE
USSR AND EAST EUROPEAN COUNTRIES AND PART II, THE FAR EAST.
ANALYSIS IS CONTINUING.
PART I
1. THE SINGLE PASS COVERING THE SOVIET-RUMANIAN BORDER AREA IS
CLOUD COVERED. NO MILITARY ACTIVITY DISCERNIBLE.
2. NINE~OF THE 25 DEPLOYED SOVIET ICBM COMPLEXES ARE OBSERVED.
SIX OF THESE (GLADKAYA, ITATKA, PERM, UZHUR, YOSHKAR-OLA, AND
ZHANGIZ-TOBE) ARE COMPLETELY COVERED BY CLEAR PHOTOGRAPHY. OF THE
REMAINING THREE, VERKHNYAYA. SALDA IS OBSERVED THROUGH SCATTERED

REMAINING'16 COMPLEXES ARE EITHER CLOUD COVERED OR NOT COVERED.
A NEWLY IDENTIFIED LAUNCH GROUP--GROUP F--IS UNDER CONSTR-
UCTION AT"ZHANGIZ-T.OBE. IDENTIFIED SO FAR ARE THREE TYPE IIIC
LAUNCH SITES, TWO CONFIRMED AND ONE PROBABLE. THE SITES SHOW NORMAL
TYPE IIIC?CONSTRUCTION CHARACTERISTICS.
3. THE'E,NTIRE TYURATAM MISSILE TEST CENTER IS OBSERVED ON CLEAR
PHOTOGRAPHY. AT COMPLEX G. THE GANTRY IS ON THE PAD AT G3. AT
COMPLEX J; THE SERVICE TOWER IS AT THE PAD AT J1. THE
TRANSPORTER ERECTOR IS PROBABLY INSIDE THE MISSILE ASSEMBLY
BUILDING,jSINCE IT IS NOT VISIBLE. PROBABLE CABLE DITCHING IS
OBSERVED IN LAUNCH GROUP 0 EXTENDING FROM SITE 03 TO THE OTHER
THREE SITES IN THE GROUP.
4. AT THE SARY OZEK SCALEBOARD.SITE, NEW CONSTRUCTION AND A NEW
MOTOR POOL ARE OBSERVED. SIXTY-EIGHT VEHICLES/PIECES OF EQUIPMENT
ARE VISIBLE.
5. SARY-SHAGAN ANTIMISSILE TEST CENTER IS OBSERVED ON ONE PASS
OF STEREOPHOTOGRAPHY OF GENERALLY FAIR-INTERPRETABILITY. COVERAGE
EXTENDS FROM THE ANTISATELLITE/SPACE TRACKING RADAR FACILITY IN THE
EAST TO TRACKING FACILITY 4 IN THE WEST.
THE SUSPECT LAUNCH FACILITY WEST OF THE MODIFIED TRIAD AT
TRACKING FACILITY 2 CAN NOW BE IDENTIFIED AS A PROBABLE LAUNCH
FACILITY.; EXCAVATIONS ARE OBSERVED FOR FOUR PROBABLE LAUNCH
POSITIONS .THE ROAD NETWORK FOR A PROBABLE CHECKOUT FACILITY IS
BEING GRADED TO THE NORTHEAST. ALTHOUGH THE OVERALL ROAD PATTERN
AND THE DISTANCE BETWEEN LAUNCH POSITIONS ARE GENERALLY SIMILAR
TO THOSE FOUND AT GALOSH ABM LAUNCH COMPLEXES NEAR MOSCOW, THE
MISSILE SYSTEM CANNOT BE DETERMINED AT THIS EARLY STAGE OF
CONSTRUCTION.
A NEW; PROBABLE SA-5 SAM LAUNCH COMPLEX--THE 59TH IDENTIFIED TO
DATE--IS OBSERVED IN THE INITIAL CONSTRUCTION STAGE AT TRACKING
FACILITY 3:. THE COMPLEX IS APPROXIMATELY 11,000 FEET WEST OF THE
OPERATIONS; AREA .AND CONSISTS OF THREE LAUNCH-SITES THAT HAVE
SPOKELIKE PATTERNS SIMILAR TO.LAUNCH SITES 3 AND 4, LAUNCH
COMPLEX A.`
AN SA-2 SAM SITE HAS BEEN CONSTRUCTED ALONG THE SHORE JUST
SOUTHWEST OF ANTISATELLITE/SPACE TRACKING RADAR FACILITY SINCE
NO SIGNIFICANT CHANGES ARE OBSERVED AT LAUNCH
COMPLEXES A, B , C, B04-59 AND D 1 O-5. AT LAUNCH COMPLEX B. A GALOSH
CANISTER IS OBSERVED AT LAUNCH POSITIONS C-1 AND C-2.
6. NONE!OF THE MOSCOW ABM FACILITIES ARE COVERED.
7. THIRTEEN OF, THE 49 PREVIOUSLY IDENTIFIED SA-5 SAM LAUNCH
COMPLEXES ARE COVERED. THEY ARE NIZHNIY-TAGIL D07-5, NIZHNAYA
TURA A02-5, SVERDLOVSK B05-5, KRASNOYARSK D03-5, TOMSK B30-5,
SHARYA A365, NEYA A35-5, CHELYABINSK B05-5, TYURATAM B23-5,
BEREZNIKI AO1-5, ZAOZ.ERNYY A04-5, AND SARY-SHAGAN D1O-5, AND B04-5.
NO SIGNIFICANT CHANGES ARE OBSERVED.
8. THE PLESETSK MISSILE AND SPACE CENTER AND THE KAPUSTIN YAR/
VLADIMIROVKA, EMBA, NENOKSA, AND KUULI MAYAK MISSILE TEST CENTERS
ARE NOT COVERED.
9. A NEW SA-3 SAM SITE IN A LATE STAGE OF CONSTRUCTION IS
LOCATED 5.6 NM NNW OF ALI-BAYRAMLY, USSR, AT 40-01-35N 048-53-50E.
THE SITE IS UNOCCUPIED.
10. A NEWLY IDENTIFIED OPERATIONS FACILITY (OPERATIONS FACILITY B)
IS LOCATED 2.7 NM EAST OF THE MAIN OPERATIONS FACILITY AT THE
KOLPASHEVOjESV TRACKING-FACILITY, USSR. IDENTIFIED THUS FAR ARE
A 16-ELEMENT HELICAL ARRAY AND ITS ASSOCIATED BUILDING, AND ONE.

1. CHINA IS COVERED BY TEN PASSES'WITH WEATHER RANGING FROM
CLEAR TO APPROXIMATELY 20 PERCENT CLOUD COVER. OVERALL INTER-
PRETABILITY IS FAIR. THE PRELIMINARY SCAN REVEALS NO NEW SIGNIFICANT
INFORMATION OR ANY APPRECIABLE DIFFERENCES IN GROUND AND AIR ORDER
OF BATTLE;
CLOUDS AND HAZE COVER MOST OF THE SHUANGCHENGTZU MISSILE
TEST CENTER. NO SIGNIFICANT CHANGES ARE OBSERVED AT LAUNCH

INTERPRETABILITY IS FAIR. THE PRELIMINARY SCAN REVEALS NO SIGNIFICANT
CHANGES IN!NAVAL, GROUND, OR AIR ORDER OF BATTLE.
TWO NEW UNOCCUPIED SA-2 SAM SITES AND ONE NEW PROBABLE SAM
SITE ARE OBSERVED IN NORTH KOREA. ONE IS LOCATED 7.7 NM SW OF SARIWON
AT 36-46-OON 125-29-30E, THE SECOND IS 9.8 NM NW OF NAMPO AT
38-49-38N 125-14-15E. THE PROBABLE SA-2 SAM SITE IS IN THE LATE
STAGES OF CONSTRUCTION 8.3 NM NE OF NAMPO AT 38-25-50N 125-37-28E.
3. NORTH VIETNAM IS COVERED ON ONE PASS WHICH IS CLOUD COVERED.
