Advance Copy Sanitized With Tent CONTINUING ANALYSIS OF RADAR A, AN ARBITRARY NAME ASSIGNED TO SIMILAR EQUIPMENT COMMONLY OBSERVED AT ALL OF THE SOVIET MISSILE RANGES, INDICATES THAT IT IS AN OPTICAL TRACKING DEVICE RATHER THAN A RADAR. THIS CONCLUSION IS BASED MAINLY ON THE FOLLOWING COMPARISON OF THE RADAR A STRUCTURE WITH A SOVIET GROUND PHOTOGRAPH DEPICTING A CINETHEODOLITE STATION. 1. THE RADAR A CONSISTS OF A 9 - ADOME MOUNTED ATOP A SILO-LIKE STRUCTURE WHICH IS ABOUT IN DIAMETER AND USUALLY HAS A BUILDING ATTACH . THE TOTAL HEIGHT OF THE SILO AND DOME IS ABOUT THE RADAR A DOME APPEARS TOP SECRET TOP SECRET Approved F Release 2007/02/28: CIA-RDP78B 9A000600020041-9 .-. ARE VISIBLE ON SOME OF THE DOMES. THIS TYPE OF COVERING ALLOWS THE DOME TO BE FOLDED BACK TO EXPOSE THE INTERIOR. THE COVERING ON SEVERAL DOMES AT THE EMBA AND SARY SHAGAN MISSILE TEST CENTERS HAS BEEN OBSERVED ON VARIOUS COVERAGES, INTERMITTENTLY OPENED AND CLOSED. THE CINETHEODOLITE FACILITY ALSO DEPICTS A CANVAS-COVERED DOME SUPPORTED BY RIBS IN A HALF OPEN POSITION. 2. NO ANTENNA HAS BEEN OBSERVED ON THE CYLINDRICAL PLATFORM AT FACILITIES WHEN THE COVERING IS RETRACTED. HOWEVER, THE CONFIGURATION AND SIZE OF THE OBJECT OBSERVED 011 THE PLATFORM CLOSELY RESEMBLES THE EQUIPMENT AT THE CINETHEODOLITE STATION. 3. AT EMBA AND SARY SHAGAN MISSILE TEST CENTERS, THE NUMBER AND OVERALL PATTERN OF RADAR A LOCATIONS, RELATIVE TO THE RANGE AXIS, WOULD INDICATE OPTICAL TRACKING. AS MANY AS SIX ADJACENT RADARS OF THE SAME TYPE, SUCH AS RADAR A'S AT INSTRUMENTATION SITES 8 AND 12, SARY SHAGAN MISSILE TEST CENTER SEEMS UNNECESSARY. HOWEVER, SUCH AN ARRANGEMENT WOULD BE DESIREABLE FOR PRECISION OPTICAL TRACKING. 4. SINCE ITS INITIAL PHOTOGRAPHIC IDENTIFICATION IN~ 25X1 AT TYURATAM, NO POSITIVE SIGNAL CORRELATION HAS BEEN 25X1 AINED FOR THE RADAR A. THE ONLY SIGNAL OBTAINED IN THE VICINITY OF KNOWN RADAR A LOCATIONS HAS BEEN THE FIREWHEEL/ SHIPWHEEL SIGNAL, AND WHERE LARGE SCALE COVERAGE IS AVAILABLE, A SEPARATE FIREWHEEL/SHIPWHEEL RADAR HAS BEEN 03SERVED AT THESE LOCATIONS, OR THEIR PRESENCE COULD NOT BE DETERMINED.
