Supervisor's Statement .,n
1. During his career in the Agency, Mr. has 25X1A9a
developed from a specialist on Just North Vietnamese develop-
ments to a generalist capable of handling a broad range of
assignments on events the world over. Mr. - is presently 25X1A9a
25X1A8a Chief of the , a position which requires
that he maintain an awareness of developments in North Vietnam
itself, in the complex situation surrounding the war in the
South, in China, the Soviet Union and the Communist Bloc, and
even in those areas of the world which might play a significant
role in regard to negotiations of the war in Vietnam. He has
had a great deal of experience in the production and presenta-
tion, both written and oral, of intelligence to officials on
the highest levels of government, and is one of OCI`s most
capable analysts.
25X1A9a 2. Mr. has demonstrated considerable flair for
management and administration. He organizes his own, and others",
tasks well, assuring that deadlines are met in the most efficient
ay. His supervision of the personnel under him is good; his
handling of interpersonal relations is smooth, resulting in both
high morale and a good production record.
25X1A9a 3, Mr, -W s capacity for growth and for assuming
increasingly more demanding positions is high. In terms of
his career development,, an appointment to a Fellowship in
Congressional Operations would benefit Mr. - by enhancing
bis appreciation of the problems of national policy and how it
is made and implemented. Mr. - would return to an appro-
priate senior position in OCI. Depending on other assignments
in the interim, this might be as the Chief of one of OCI a
substantive divisions. Following this, rotation to one of the
Agency's other Offices in a position that will broaden his
experience would appear to be appropriate.

Statement by Nominee:
The Congressional Fellowship program offers one of the best
opportunities available to mid-career Executive Branch employees
to acquire in a relatively short period of time a wide-ranging
working knowledge of the Congress and its activities. A full-
time assignment to the staff of a Congressman, a Senator or House
and Senate committee, in concert with the program of weekly
seminars, will also provide the nominee a better understanding
of the problems encountered by the Congress in dealing with
various departments and agencies in the Executive Branch of the
government.
For anyone who plans, as I do, to continue his career in
the government, detailed familiarity with the operations of
the Congress will prove invaluable. I also believe that as a
professional political analyst I will be able to contribute to
the work of a Congressional Committee or an individual member
of the Congress.
