SUBJECT : Conference for Federal Science Executives

1. The Brookings Institution is conducting a Conference for Federal
Science Executives in Williamsburg during the period 3-8 December 1967.
It is a conference that I would like to attend.
2. The conference is conducted by a member of the Brookings staff
and uses the services of special consultants and nationally prominent
academicians and executives from public and private life as speakers.
It seeks to broaden understanding of major policy-making and to develop
approaches leading to more effective administrative decisions and actions.
3. I also feel that CIA should be occasionally represented in forums
such as these, in order that distortions of our "image" be coped with.
I plan to go as a CIA officer, ostensibly dealing with the analysis and
collation of scientific information. Needless to say, there will be no
occasion to even allude to CS activities or problems.
4. With your concurrence I will submit my application to the Train-
ing Selection Board.
