On behalf of the Board of Trustees of the National Institute
of Public Affairs, I-am pleased to invite you to submit nom-
inations from your agency for the sixth annual Career Educa-
tion Awards described in the enclosed brochure. We hope that
you will (once again) be among those participating in this
endeavor.
When the Ford Foundation established this Program in 1962,
they looked upon it as a five-year experiment to help deter-
mine whether universities and federal agencies could come to-
gether in the development and utilization of special academic
year educational programs that would contribute in practical
ways to the growth of.?promising young mid-career officials
into top-level public executives: r the future. The record
has been exemplary, and as a result the Foundation has extended
the Program for three additional years. We are grateful to
all in government and -in.the universities whose..devoted co-
operation1;has made this possible.
During these three years, we hope to increase the annual num-
ber of Awards and work more closely with government agencies
on developinglmeansifor the more effective utilization of, these
educational opportunities and, subsequently of the officials
who participate in them. In this process, I hope we may call
upon you for counsel and aid.
