GS-13's who have demonstrated exceptional execu- tive potential may be recommended for acceptance; such recommendations * should be submitted with justification at least 45 days prior to each * course. Personnel should have considerable broad training and experi- ence in the intelligence field. Nominees must possess a final TOP SECRET clearance based on a favorable BI. within the last 5 years and must be certified as meeting SI and SAO standards.
