CENTRAL INTELLIGENCE AGENCY
WASHINGTON, D.C. 20505
Dean 9. B. Van Gorder
Administrative Director
Advanced Management Program
Harvard University Graduate School
of Business Administration
Boston,, Massachusetts 02163
Dear Dean Van Gorder,
The Director of Central Intelligence has approved the
STATINTL nomination of Deputy Director of the
Office of Specia rojects, to attend the Advanced Management
STATINTL Program of the Harvard Graduate School of Business Administra-
tion. selection for the Program from a group
of very well qualified CIA executives is a source of consider-
able pleasure and gratification to me.
STATINTL
STATINTL additional course work at Georgetown University toward a law
degree. has been employed by the CIA for his .
entire working career -- since 1951 -- with the exception of
a six-month period of military service in 1957.
STATINTL
entire association with this Agency has
been c aracterized by rare ability and unusual drive.
I have worked intimately with for about one STATINTL
and a half years and my considered evaluation is that he is
truly an outstanding employee. He has a keen sense of management
responsibility, excellent. judgment, and has demonstrated that
he possesses the capability to successfully and effectively
control the expenditure of significant amounts of funds and to
control the activities of technical personnel. He has an
amazing ability to separate the important from the. unimportant
and to summarize a given situation into workable terms. He is
forceful in following through on any required actions and is
not diverted from attaining the desired results. His attitude `
is always a positive one, and he has the ability to communicate
clearly and concisely, by any media, both to his subordinates
and supervisors. This attribute has been most helpful with the
controversial and sticky issues with which we. have learned to
live.

clear logic, determination, and
perseverance in coping with extremely difficult and delicate
tasks have led to his being designated as the CIA representa-
tive in dealings with other government agencies and private
industry. Despite his aggressive pursuit of these vital
Agency objectives, he has achieved these objectives while
preserving for himself and the CIA the respect so necessary
for satisfaction of our long-range commitments and working
relationships. He is firm, judicious, fair, and while
demanding,.achieves results with good will and complete
acceptance.
is a dedicated employee with tremendous
capacity for wor . He is personally very presentable and
he is dynamic and aggressive, possessing that vitality
which is so essential in pushing Agency programs to fruition.
He is candid and forthright, accepts decisions gracefully,
and follows policy guidance loyally. His contributions as
my Deputy have been of invaluable assistan5,~ to me.
