Weekly Report of School of Intelligence and World Affairs No. 12, 19 - 25 March 1971 COURSE ACTIVITIES 1. Seminar on Latin America For the March meetings of the continuing Seminar on Latin America, 25X1A9a those participants who had not heard Dr. survey problems of modernization and economic development, met with Dr. II on 25X1A9a Tuesday, 23 March. On Wednesday, the other Seminar members heard a talk on how the policy-making process works by Miron Vaky, career FSO, former State Department Representative on the N'SC Staff, and former Deputy Assistant Secretary of State for Latin America. In both sessions the presentations were followed by lively question periods. 2. Intelligence and World Affairs Only 21 students are enrolled in the Intelligence and World Affairs course which began on 22 March. An unusually high percentage are from DDS and DDS&T. They have participated more in class discussions than did the last IWA. 3. Special Orientation for Overseas OS, has requested a special running of the Orientation for Overseas for 21 officers and adult dependents who are not available to enroll in the monthly 00 classes. This running will be given 20 and 21 April. Because enrollments in the 00 peak in late spring, we have opened the OS class to a maximum of four registrants from other components. This limitation is set by the only space available to us at Headquarters, the OS Briefing Room, with a capacity of 25. 4. Writing Workshop Tutorial will begin a writing tutorial on 12 April for a CS employee unable to enroll in the next Writing Workshop. On 23 March, at Headquarters, briefed the chief staff advisor to the , on the national security structure and the Agency. The visitor was interested in CIA/FBI relationships and division of responsibilities. 2. The following briefings were given to 27 foreign students in the Senior Foreign Officer Course at USAINTS (Fort Holabird): , on the background of Communist activity in Africa, on 23 March, , on the background of Communist activity in Latin America, on 25 March, a , on background of Communist activity in Far East and Southeast Asia, on 25 March. 3. On 24 March, spoke to 5 technicians at the International Police Academy on Sino-Soviet Bloc presence abroad, and on 25 March, spoke to 34 students in the general course on Communist programs and tactics. 25X1A Although our appearances are usually fairly routine, the latter group took the suggestion of open questioning quite literally -- questions which could not be brushed aside regardless of the official topic. Bob strained on the question of admission of Communist China to the United Nations. Fortunately, there were some strong defenders within the class who did not hesitate to express themselves. 4. As a result of a request from to DTR, Colonel White will brief, in the USIB Conference Room, about 40 students from the Alfred P. Sloan Fellows Program on 2 April. They are presently undergoing a year's study at M.I.T.'s Sloan School of Management. During their stay in Washington, from 28 March through 2 April, they will visit with officials in the Admini- stration, Congress, and the international banking world. 1. I Research OTHER ACTIVITIES 25X1A9a I will spend next week doing out-of-town research on the estab- 25X1A9a lishment of CIA. He will be working chiefly on thel Papers at Yale, which will shed light on OSS-Army relations. NIS Population Seminar 25X1A9a Next week will be attending the NIS- sponsored Population Seminar 25X1A 3. OSR Request for Tank Course 25X1A9a 25X1A9a During the last AIS, Chief of the Land Warfare Branch in OSR, asked if OTR could set up a course for some of his people in the fundamentals of tank operations at the U.S. Army Armor School at Ft. Knox, Kentucky. Checks in the Pentagon showed that, while no suitable course presently exists, they would have no trouble setting up such a course on request. I is presently drafting a memo from D/OSR to DTR on this subject. 4. Navy's Human Relations Project Lt. William Brew, who heads up the cross-cultural training unit in the Navy's new Human Relations Project,visited on 25 March. Marc provided general guidance to the growing literature in this field and advice concerning training problems. Lt. Brew suggested that we sit in on a lively presentation by Navy's David Rosenberg, which we suspect rivals that of FSI's James Bostain. Mr. Rosenberg is Director for the Area Orient- ation/Overseasmanship program and regularly speaks to the personnel of, outbound ships. 5. Committee Established to Review CIA Pamphlet A committee met Wednesday in the DD/I Conference Room to discuss the blue-covered pamphlet on CIA and to decide whether it should be modified significantly. This pamphlet, which is primarily a fact-book, is being reissued with minor changes to fill present needs. The committee decided that this fact book should be expanded. This pamphlet has been given out selectively by recruiters and by DCS field offices; it is mailed to high school and college students who write for details either to the Agency or to their representative in Congress. OTR has given it to Brookings participants, to CIA representatives going to the Senior Service Schools, and to students in the basic FSO course. a 25X1A9a The committee, which was chaired by Q included Messrs. Charles commanding officer of the Tactical Intelligence Center of Continental Army Command (called CONTIC), at Ft. Bragg, would like a copy of our manual on National Estimates.
