UNIT'Eb STATES GOVERNMENT TO : Chief, Language and Area School FROM : Deputy Chief, Area Training SUBJECT: Weekly Activities Report A. SIGNIFICANT ITEMS DATE: 20 December 1961 B. OTHER ACTIVITIES 1. We were deeply gratified by 24 November 1961, requesting supervisors to register employees in the AAO's and strongly urging enrollment of adult dependents. This will assist us in seeking a similar policy in the DDP and DDI. The consistent desire at the field stations in Latin America for such a policy, previously discussed in the report on my trip, increases our expectation that we are making pro- gress toward our goal in the DDP. 2. Regular monthly meeting of the area roundtable was hosted by HEW/Office of Education/Language and Area Centers Unit, which has joined the group. Dr. Donald N. Bigelow, Head of the Language Development Section, briefed us on the policies and progress of the program for promoting centers and summer institutes. Significant points highlighted by Dr. Bigelow were: a) about 50% of the 769 fellowships financed by HEW for the current academic year were awarded to persons specializing on area, but many of these also teach a related language; b) there are virtually no takers for fellowships offered for Southeast Asia studies, except for Indonesia; c) even the brief experience to date with the Alliance for Progress program for Latin America has revealed a shocking lack of North Americans with the desired technical skills, who also possess the minimum needed language- area competencies, even for Hispanic America. 3. Chairmanship of the roundtable will rotate at the January meeting, with MAI (General Newton) relinquishing this post, probably to FSI. 4. A new color film on India, not yet released, was shown to the roundtable, and I would rate it one of the most striking and useful area films I have ever seen. The poverty, disease and other major problems are handled with a stark realism most rare in films available to us. We will use this film in our first which we expect to give in the first half of 19 2 in response to a request already made by D/NE. 5. In response to an informal query from my opposite number in FSI (Hilliker), concerning our reaction to letter soliciting assistance in setting up an Area Training Materials Center, I have indicated by phone that we are studying the matter carefully and hope to be able to support the project in some manner despite the tightening budget situation. 6. The 11 persons present at 13-14 December set an attendance record for that course. Although six dependents attended, a perfect score was prevented by last minute baby- sitting problems of one enrolled wife. Grades of the five employees were GS-7-1, GS-11-1, GS-12-2 and GS-15-1. The steady shift in Agency traffic from is reflected in the fact that we have run a single so far this fiscal year as compared to three briefings on with a fourth scheduled. 7. - lectured at FSI's Seminar on Northeast Asia, on "Japanese Government, 1945-1960," and "Contemporary Japanese Conservative Politics." He also completed his second appearance as guest instructor in Catholic University's Far Eastern History class, presenting "Japanese Society - Social and Cultural Developments."
