Pay Bill and Agency Retirement, the current Pay Bill. During the first five-year period there will be less than 200 people retiring under the Agency program. Any surplus from the first five years cannot be added to the second five years. It had been suggested that "qualifying service" portion be liberalized -- the Retirement Board is reviewing this. In regard to the Out- placement Program, senior officers need more personalized service. Des suggested making arrangements with industrial organizations so that we could tell them more about the duties of senior officers. This will be handled out of -office. At the DDS 25X1A Meeting -- we will get our increase in the next pay check, 29 July. Discussion on the retirement portion, 55 age - 30 yrs and 60 age - 20 yrs.. nentioned about 150 people in each of these categories who could retire. 25X1A c. 303 Committee. Des said as a group the Committee is doing a good job and is not a major problem to the Agency. d. the FBI had turned over to us. 2. DDS&T Training Program. (ACTION: DDS&T 25X1A is proposing a 40-week program for ten to fifteen GS 9 - 13s (principally scientific orientatiai). They are asking OTR to run it and will appoint a senior DDS&T coordinator. A four-week IOC and a two-weeks OFC are included in the package. DTR asked that a memo for the record be sent to the DD/S' and that this also be put into the Weekly Report. 3. In the future DDS CTs will not be assigned until they have completed their language requirements. DTR wants to be kept informed of any efforts by DDS offices to take the officer before he has fulfilled his language requirement. 4. CS CTs Two-Year Training Program. We have resubmitted to Colonel White per his request alternative proposals for the two-year program. .5. Women CTs Destined for CS. (ACTION: DTR hopes 25X1A that after the next OFC; those women destined for CS will be able to go into appropriate Ops School classes. 25X1A' 25*1A 6. Area Orientation. (ACTION: DTR,. 25X1A an discussed with Bannerman. Bannerman is in favor of a joint DDP/DDI country approach and developing reading kits. Bannerman wants to know how many people, by Directorate,went on a first-time o/s. assignment during FY 66. Alternative Proposals. Warfield reported that both Dick Helms and Red White insist that memoranda reaching them on problems must reveal alternatives very clearly. Dick Helms prefers referent memorandum or referent, not reference memorandum. c. Chiefs of Foreign Intelligence Services. Most Chiefs of Foreign Intelligence Services should deal with the DD/P, not the Director. d. Agency and Assassination, referred 25X1A.- to a cable received mentioning assassination and the strongly adverse reaction of Helms and FitzGerald. Young officers should have it drummed into them that the Agency does not condone assassination. e. Interdepartmental Regional Group (IRG) These groups headed up by Assistant Secretaries of State and designed to force the State Department to assume responsibilities which it. always had has not been effective. 25X1A g.
