I don't know whether he is in Washington on TDY or PCS, probably the former, but I think it would be helpful if he could go down to the - to talk with the students and faculty or prevail on him to talk at some suitable course here at Headquarters. - 25X1A is particularly impressed with the CTs who have been assigned to his Station. 2. President Johnson wants all agencies to hold back on spending for the next three to five months. This includes procurement, construction, travel deferment and filling unfilled personnel vacancies. He is trying to prevent the flow of government money into the private sector as part of the campaign against inflation. We are all expected to abide by these guidelines. President Johnson also wants overtime eliminated or cut down drastically. -1 19 ;t 3. We should be prepared to brief Admiral Rufus Taylor and in this regard, 'Al ' f I' we should review our transparencies. 4. The DDS will establish a Historical Board, composed of three officers. Each office is to nominate an officer who should be a senior and an "old hand" or reason- ably "old hand." From these nominees, DDS will select three. Membership on the Board requires only occasional part-time work if the DDS Board follows the pattern of the DDP Board. I would be inclined to nominat Also, we 25X1A shall have to begin immediately to prepare a narrative chronology o the history of OTR and of its former field stations, i. e.,-as well as its current field 25X1A stations such a Each office of the DDS is expected to develop this history in terms of principle events and special activities, not just developments of TO and budget. New programs will be important. The DDS stressed especially that we should cite external authority and internal Agency authority for our programs and activities. We are expected to bring our historical record up-to-date on an annual basis. As the DDP does, we will be able to pick up retirees on short-term contract to cover our phases of the offices activity which they have been engaged with. Also we should allow an officer relief from his normal duties prior to his retirem t so that he c turn out his part of the history. The DCI and the Executive Director want a briefing on our "major ac- complishments" for Fiscal 66 and Fiscal 67 as well as our planning for Fiscals 67 and 68. This briefing will be carried out by the end of October or the beginning of November. The DDS wants a topic outline from each office within one week from now. Each topic should be set forth with a one or two sentence description of what we are talking about or what we wish to emphasize. It is not certain whether the DDS will give the entire briefing or whether the office head will brief on his own office. 6. The DDS was pleased to learn that the Support Services Review got off to such a good start. He would emphasize that we should reserve at least one evening for a purely social get together as part of the purpose of the course is to help DDS officers come to know one another. Bannerman may prefer that both evenings be social evenings and that we not try to work that hard right through. ade the same point. also said that there was some disap- pointment among the students because neither Bannerman or Warfield was present.
