MEMORANDUM FOR: DD/P Representative, Historical Staff
SUBJECT: Outline Plan for NEA Division History
1. After consultation with CNEA, it is proposed
that the NEA Division history take the form described
below.

2. The history will comprise an historical account
of the area for which the NEA Division is now responsible,
omitting those African countries that were formerly a
part of the Division and including- once assigned
to Eastern Europe Division.
4. It is also planned that the material treated in
the various national sub-sections be treated 'succinctly
and in chronological form, expanding only on events of
special import--events of historical significance in
which the Agency was deeply involved, or-occurrences that
teach some special operational lesson. This expanded
treatment will take two forms. Items judged to be of

lesser significance will be incorporated in the national
sub-sections. Items judged to be of major significance
will be treated in separate monographs which are related
to the appropriate sub-sections as attachments.
5. Where a decision is reached to treat a topic
monographically, concurrence to do so will be sought
from the appropriate authority. These'decisions will
be taken initially within the Divisions, mainly as re-
views of chronological records of overseas installations
proceed.
6. In compiling this work, emphasis will be twofold.
One will be on the preparation of a chronological record
or summary for future reference. The second will be to
describe any event, or train of closely related events,
that, because of their unusual character, incorporate
lessons of value to the Clandestine Services.
7. Your comments, and where necessary your concur-
rence, on the above is herewith solicited.
