Schulkind, who has been deputy director, succeeds Seymour Berlin, who has been named to head the CSC's new Bureau of Executive Manpower. Schulkind, 48, has been with the CSC since 1940. During his CSC career he has had a varie- ty of assignments-as a civil Service examiner, policy ana- yst, program planner and chief the employment systems ction. Children are eligible for such jobs where their parents are employed if the position to be filled is covered by a civil service competitive exam, and there is no other person eligible with the same or higher rating. Although- the law is eigh years old, fewer than 800 out o 2.5 million federal employe have been permitted to atten institutions of higher learnin on a full-time basis at the government's expense. The law's intent, in this re- spect was to help the govern- ment and its key employes b developing the professional an managerial talents of federal scientists, engineers, physicists accountants, administrators, managers, computer experts, various professions and mana- gerial assignments. Under the law, agencies may send employes to colleges and universities for up to one year of study with the government paying the employe's salary plus his college expenses. But the government seems reluctant to use this authority. During the first seven years the program, only about 500 ederal employes attended stitutions of higher' learning This year there has been an pswing in the program, but the total of those involved still hasn't exceeded 800. This- seems a very' meager umber.
